F.Y. 1996 ISTEA PROJECT
GEOMETRIC AND SIGNAL IMPROVEMENTS AT
MAIN STREET AND TH 10
Dear Mr. Povich:
The City of Elk River currently has the above referenced project programmed for ISTEA
funding in F.Y. 1996. The present signal was installed in 1978, but increased traffic
generated by surrounding development justifies left turn lanes and appropriate geometric
and signal modifications. In order to construct these improvements, it is cleaz that
right-of-way acquisition will be necessary. This acquisition may lead to the relocation of
an existing business.
MUNICIPAL Through discussions with the City Council and staff, we believe it will be difficult to obtain
""II''G the right-of--way and prepare the necessary documents to utilize the F.Y. 1996 funds. On
°W"~ behalf of the City, we therefore request aone-year delay for funding for this project to
sTRUCTURaL F.Y. 1997. It is our understanding that this delay would require that right-of--way
suRVenNG acquisiton, permits, approval of the project memorandum, and submission of construction
