The plans were designed in accordance with the Council's direction as a four way intersection. Three of the legs are proposed to be a stop condition with the fourth from 169 being free access. It will still be necessary to work with Gary Santwire on the two properties to the south which require easement acquisition. This can be done concurrently with the bidding process, so that both are ready to proceed immediately after Labor day. For the Council's consideration, I have attached a draft resolution which authorizes the advertisement for bids. TJM:pd Attachment aa6-izi2.~ui • RESOLUTION _ - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE ELK HILLS DRIVE AND DODGE IMPROVEMENT OF 1995 + +AS pursuant to Resolution 95-27, the Project Engineer has prepared plans and specifications for the Elk Hills Drive and Dodge improvement, which plans and specifications have been reviewed by the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Administrator shall prepare and obtain the publication of an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. • The advertisement shall be published once each week for three consecutive weeks, shall specify the work to be done, and shall state that the bids will be received by the City Administrator unti110:00 a.m. on August 17, 1995, at which time the bids will be publicly opened in the Council chambers of the City Hall by the City Administrator and the Project Engineer and will then be tabulated for consideration by the City Council at a meeting thereof at 7:00 o'clock p.m. on August 21, 1995, in the City Council chambers at City Hall. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City Administrator in the amount of 5 % of the amount of such bid. PAUL WASECA As you directed, a questionnaire was sent to all the residents of the Elk Hills Drive Addition. There were a total of thirty questionnaires sent. As of Wednesday, there were a total of twenty-one returned. Seventeen of them were not in favor of cul-de-sacing Elk Hills Drive, and four were in favor of it. This represents 81 % of those which were returned being apposed to the cul-de-sac. I will update you at Monday evening's meeting of any late arriving questionnaires. The alternative that the City Council selected was afour-way intersection s,. Paul, MN 55108 with three legs having a stop condition, and the 4th leg coming from Trunk Highway 169 on 612.644-4389 ~ Hills Drive having free movement in all directions. As the design of this intersection has proceeded., the City Council felt it was worth contacting the residents of the Elk Hills l-eoa•saa-2923 neighborhood to determine if there was any interest in removing Elk Hills Drive to the east Fax 612.644-944b from this major intersection. There have been some comments made by individuals that would indicate they favor a cul-de-sac on Elk Hills Drive to keep commercial traffic away from the residential neighborhood. Included in this mailing are three exhibits. The first shows your neighborhood relative to the general area of Elk River between TH 169, CSAH 13 to the east, 5th Street to the south, and Deerfield Third to the north. The second exhibit shows the general layout of the proposed intersection of Elk Hills Drive and Dodge as approved by the City Council. The third exhibit shows what the intersection might look like if Elk Hills Drive to the east were cul-de-laced. If the cul-de-sac is constructed, access to your neighborhood would be via 189th Avenue. It is anticipated that this project will be back on the City Council agenda on SURVEYING July 17, at which time I will update the Council on the results of the survey. 'ty of ~~ MEMORANDUM lk • River TO: Mayor & City Council FROM: Pat HIaers, City Administrator DATE: July 12,1995 SUBJECT: Elk Hills Drive Stop Sign The design for the reconstructed Elk Hills Drive and Dodge Avenue/Street intersection calls for a stop sign to be installed on Elk Hills Drive. Currently Elk Hills Drive does not have a stop sign at this location. In a recent conversation with Gary Santwire regarding this intersection, Gary questioned whether or not the City would consider installing this Elk Hills Drive stop sign at this time, before the reconstruction is started. If this sign was installed now, residents would become familiar with the stop requirement and, according to Gary, this stop sign would also make the intersection safer until the reconstruction project takes place after Labor Day. I indicated to Gary that we have no plans for installing the stop sign at this time, but I would ask the City Council what their desires are on this issue. I will try to respond as best I can to all three of these paints: 1. The design is proceeding with the four legged intersection.
