Requested Action
Bill Dickenson is requesting a Conditional Use Permit to add additional
parking area and drive aisle area near the front of the parcel.
Location
• A general location of the property is south of County Road 1 immediately east
of the City trail.

Background
On May 16, 1994, the Elk River City Council approved a Conditional Use
Permit for Kraus-Anderson to construct a Bus Terminal, and to add multiple
principal buildings on the subject site. The site plan consisted of an office
building and a large bus garage storage facility, along with a parking lot.

rear of the parcel. The applicant has indicated the need to provide more
parking for his drivers, and to also provide more outdoor area for buses to
warm up during the winter months. The applicant lacks the ability to warm
• the buses in the garage due to improper ventilation of the building.
Therefore, all warming must take place outside. The applicant is proposing

• to remove the sedimentation pond in the front of the parcel and add more
parking and drive aisle space for the buses to warm up. By removing the
front sedimentation pond, the applicant will be required to enlarge the rear
sedimentation pond in order to accommodate the increased runoff and
sediment load. This application is being triggered by expansion of the
existing Conditional Use Permit. The attached Memo to the Planning
Commision explains this request in detail.
Planning Commision Meeting
At the June 27, 1995, Planning Commision Meeting the Commision
concurred with stafE"s findings and recommended a third finding, requiring
that no parking of buses take place on the front of the parcel.
Recommendation
Staff and the Planning Commision recommend approval of the Conditional
Use Permit to expand the parking area and drive aisle space by Bill
Dickenson, with the following conditions:
1. The comments in the City Engineer's memo dated June 22, 1995 be
incorporated into the revised site plan.

2. The new parking area be overlaid with a bituminous surface and be
bound by concrete curb and gutter.
3. The newly paved areas shall be used as temporary warming areas only
and not be used for overnight parking of buses or extended bus
storage.

Terry Maurer, City Engineer, has reviewed this proposal. Please review his
memo dated June 22, 1995, for the issues related to this request.
Parking and Drives
The applicant is proposing to overlay the new parking area and drives with a
bituminous surface and bound the area with concrete curb and gutter. The
applicant` has not indicated the number of new parking stalls for this
• location, however, it is anticipated that the new parking stalls will be located
on the western side of the new parking area.
Recommendation
Staff recommends approval of the conditional use permit to expand the
parking area and drive aisle space by Bill Dickenson with the following.
conditions:
1. The comments in the City Engineer's memo dated June 22, 1995
be incorporated into the revised site plan.
2. The new parking area be overlaid with a bituminous surface
and be bound by concrete curb and gutter.

RE: DICKENSON BUS GARAGE DRAINAGE PLAN
Dear Mr. Schmitz:
As requested, we have reviewed the drainage calculations for the revision to the Dickenson
Bus Garage drainage system. These calculations were prepared by .John .Oliver and
Associates, and dated June 8, 1995. Essentially,. the proposal is to eliminate one of the on-
site ponding areas to allow for additional paved parking area on the site. As you recall, the
original drainage system had a pond in the .north part of the site and one in the south part
of the site to detain and treat the runoff prior to discharging to the wetlands in the area.
The proposed change is to eliminate the most northerly pond and to .treat all runoff in the
southerly pond.
In reviewing the calculations, we find that they are all appropriate, and we would
recommend approval. We would suggest two minor changes. First, the outlet proposed
from the pond to the south is a 12" pipe with a flared end section. The existing outlet is
a vertical standpipe type of arrangement. We suggest that the additional new outlet be of
the same type as the existing outlet. The second item I would point your attention to is the
paved flumes which take the runoff off of the parking area to this pond. These have the
potential of ongoing erosion problems. We suggest that catchbasins and small diameter
pipe be utilized to collect the water from the paved surfaces and discharge it to the pond
to eliminate potential erosion problems.
