SUBJECT: 150 Year Anniversary
Jim Mattson, from the Minnesota Historical Society, has included
information in the .Council packet regarding the upcoming 150 Year
Anniversary of Elk River. There has been some interest in the community in
the opportunity to celebrate this 150 year anniversary. Jim Mattson will be
present on Monday evening to update the City Council on this issue.
It was the consensus of the committee members that Council acknowledge
and affirm the plan to establish a Citizen Heritage Planning Committee. The
purpose of the committee will be to plan for activities, events and programs
aimed at enhancing the appreciation of the history of Elk River and creating
a shared community heritage.
Action Requested
Council motion to adopt the attached resolution which authorizes the
creation of a Citizen Heritage Planning Committee.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING AND AFFIRMING THE CREATION
OF A CITIZEN HERITAGE PLANNING COMMITTEE
WHEREAS, the community of Elk River has a long and rich history
embracing a diversity of cultures, people and traditions; and
WHEREAS, the community of Elk River is approaching the 150th
anniversary of Euro-American settlement at the confluence
of the Elk And the Mississippi Rivers and the establishment
of the Territory of Minnesota.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Elk River affirms the establishment of a Citizen Heritage
Planning Committee to plan for activities, events and
programs aimed at enhancing the appreciation of the history
of Elk River and creating a shared community heritage.
Passed and adopted by the Elk River City Council this 24th day of July,
1995.

RE: Proposal to Plan for Community History
On 3une the 1?th the Elk River 1 ~Oth !anniversary Committee met to discuss the upcoming
opportunity to celebrate Elk River's 15Uth t~niversary. The committee included Ron
Wilkes, organizer, Sandra Thackeiv, City of EIk River, John ILeuester, President
Sherburne County Historical Society, T.m Mattson, Minnesota Historical Society. The
discussion was wide ranging but some consensus was developed around the need to
increase awareness and foster greater appreciation for the history of Elk River and a shared
community heritage. It is to that end that the following proposal is directed.

Citizen Heritage Planning Committee
Coal -The goal of the Elk River Citizen Heritage Planning Committee is to plan for future
events, programs and activities related to the upcoming 150th anniversaries of the Euro-
American settle of Elk River, the establishment of the Territory of 1Vfirmesota and identify
other future opportunities to educate, celebrate and entertain the public in an effort to
foster an appreciation for historic preservation and community history.
Objectives - 1. To organize a working committee of Elk River citizens with membership
including the Sherburne County Historical Society Board of Directors and staff, a
representative liaison from the City of Elk River, ~.~Iinnesota Historical Society, Elk Rarer
Arts and Theater groups, the Elk River School District 728, the Elk River area Chamber
of Commerce Board of Directors and staff, business community, service organizations and
• other interested citizens.
2. To create a plan and pro~Yde direction to the exploration of doing public programs,
events and -activities related to the history of Elk River, the testing of potential audiences
and the deteririnatior. of event and program feasibility.
3. To reach out to other historicai scups ar_d individuals throughout the community and
in~Ytes them to participate in programs organized around the events and historical themes
identified by the Citizen Heritage Planning Committee.
4. To set in motion events, programs and activities that are determined to be worthwhile
examples of good history and historic preservation.
