SUBJECT: Training Proposal from Training
Networks, Inc.
Mayor Duitsman has requested that this item be on the agenda for Council
discussion. The training proposal was voted on by the Council on 5/8/95 and
5/22/95 and both votes ended in a 2-2-1 tie. Since those two votes, the
Chamber has submitted a letter to the Mayor in support of the training
proposal and the $12,500 expenditure.

SUBJECT: Reconsider Training Proposal from
`Training Networks, Inc.
At the May 8, 1995, City Council meeting, no decision was made on the
Training Networks, Inc., proposal. The Council requested some information
from me on the financing of this $12,500 project. Attached for your
information is the May 8 background on this Training Networks proposal
from Bill Rubin and Sandy Bower.
• Overall, I support the Training Networks, Inc., proposal to help improve the
city's permitting, review, and inspections process.
With that being said, I must also indicate that I am not sure that a
significant problem exists with the city's permitting, review, and inspection
process, and I am not sure that the Training Networks, Inc., proposal will
make a significant impact in improving the city's process. However, I do
know that the city staff has never gone through a training process of this
type. Also, I do know that we, as a staff, can always get better in our
customer service area and in serving the public. Additionally, I know that
sometimes rumors circulate in a community like Elk River and these rumors
can help shape the perception of the public and this can turn into "reality" in
spite of the true interaction between city staff and the public. Finally, I also
know that working with Sandy Bower and Lee Colby will be viewed as a
"positive" in terms of the city's attempt to more cooperatively work with the
public and the developers and future business owners that come to our
community. Therefore,. in this regard, it seems like $12,500 is a relatively
cheap investment for the city in spite of the true results of the program being
somewhat unknown at this time. It is a "guess" as to whether or not this
program will impact the city staff, but my guess is that it will impact the city
staff and it will impact us in a very positive manner.

SUBJECT: Revised Process Facilitation Proposal
(City's Review and Permitting Process)
Introduction
At its meeting on April 17, 1995, the Elk River City Council heard a proposal
from Training Networks, Inc., associated with implementing the findings and
recommendations of an EDA-funded Needs Assessment Report. Following
discussion on this matter, representatives from Training Networks and city
staff received direction to revise this proposal so as to better fit within the
city's budget parameters.
The revised proposal as submitted by Training Networks, Inc., is included
with this agenda memo.
Background
Based on City Council direction in April, the latest proposal has been
condensed into what Training Networks believe would be a good start
towards .addressing the issues identified i.n the Needs Assessment Report. As
such, the total investment necessary to implement the various training and
facilitated planning exercises has been reduced to approximately $12,500.
Although reduced in scope, the revised proposal still includes a variety of
workshops and internal staff sessions to help address the issues related to
the city's review and permitting. process.
Ms. Sandra Bower, owner of Training Networks, Inc., 18072 Cleveland
Street, will be in attendance at the May 8 City Council meeting. She is
expected to provide an overview of the revised proposal and will outline how
it differs from the earlier proposal.

This alternative plan is as condensed as possible and stilt begins to address the
major issues in the Needs Assessment. We also recommend that this
alternative plan be implemented as soon as possible so as not to lose
momentum and to show the community that the City is serious about adressing
the identified issues.
