SUBJECT: Appreciation Program Update INTROD UCTION: This issue was continued by the Council at the August 7, 1995, Council meeting. The issue to be resolved is whether or not to include paid Commissioners (i.e., EDA and Utility Commission members) in the Appreciation Program. Councilmember Scheel also brought up the point of whether or not staff liaisons should be included in the program. Included with this memo is the background material that was distributed at the August 7, 1995, City Council Meeting. City MEMORANDUM • ~j~~~ TO: Mayor & City Council FROM: Pat Klaers, City A 'nistrator DATE: August 7, 1995 SUBJECT: Discussion on Volunteer Appreciation Program r~ A few meetings ago, the City Council approved the proposed city volunteer appreciation program. The program was initially suggested by the City Council and City Clerk Sandy Thaekeray did the background work on the proposal and program. At a recent staff meeting, the department heads were updated on the City Council action on this program. The department heads then discussed the volunteers that were going to be invited to the appreciation program. T and other staff members felt that a minor payment to volunteers should not prohibit them from participating in the program. Please see the attached memo from .Bill Rubin regarding the non-elected members on the EDA being included in this volunteer program. I support Bill's position and believe that the City Councilshould reconsider including he EDA in the volunteer program. Likewise, but not identical to the EDA., I believe that the Council should also reconsider the Utilities Commission as participants in the volunteer appreciation program. FROM: 'V4'iiliam Rubin Economic Development Coordinatq,~ i`~ DATE: August 7, 1995 ~ V SUBJECT: Request to Reconsider City Council Action Board and Commission Appreciation Dinner Introduction The writer of this memo respectfully requests that the -City Council reconsider its recent action excluding EDA Commissioners from the above-referenced appreciation dinner. The three non-elected EDA Commissioners diligently serve on a variety of EDA .Task Force groups. These include Comp Plan Steering Committee, $usiness Park Task Force, Chamber of Commerce CBD Task Force, and the Review and Permitting Task Force, etc. Two of the three non-elected Commissioners are also officers of the EDA. Consequently, the ~ I00 per month "salary" merely becomes a stipend when all of the hours are totaled. In addition, it may be appropriate to include members of the EDA Business Park Task Force in the dinner. For two years, this group met diligently (at 7:E?0 no less} to oversee a significant undertaking for the community. Although this group has not met recently, it is likely that they will be called upon to help the EDA and City Council address policy issues related to the $usiness Park area. Consequently, this is another appropriate group to include in the appreciation dinner. Action Requested The Elk River.
