Background
In 2000, Governor Ventura announced that money had been appropriated to improve the
inter-regional corridor system. The intersection of County Road 33 and Interstate Highway
169 was selected to receive an interchange. Since that time a local technical advisory
committee has been working with MN/DOT consultants in identifying the best alignment
for the interchange. The contract to construct the interchange will be let by June 2003.
Proposal
The attached layout shows the overall proposal by MN/DOT. This includes a diamond
interchange for the 169/33 intersection with the bridge slightly skewed in a southwesterly
direction consistent with the County's long-term transportation plan. Also included in the
proposal is an east frontage road connecting County Road 21 to County Road 33. A recent
addition to the proposal is a west frontage road, which will provide access to AME's
concrete plant, the Art Barn, and a field, which is currently under cultivation.
Representatives from MN/DOT will be in attendance at Monday's meeting to review the
interchange project and to request that the Council approve the attached resolution granting
municipal approval. Adjacent residents interested in the project have also been notified that
this item has been scheduled for City Council consideration.

Recommendation
Staff recommends that the City Council approve the attached resolution granting municipal
approval for the 169/County Road 33 interchange as proposed on the attached layout.

A RESOLUTION FOR LAYOUT APPROVAL OF TRUNK HIGHWAY NO. 169
AND COUNTY ROAD 33 INTERCHANGE
At a meeting of the City Council of the City of Elk River, held on the __
,2001, the following Resolution was offered by

WHEREAS the Commissioner of the Department of Transportation has prepared a
preliminary layout for the construction of a grade separated interchange at the junction of
Trunk Highway No. 169 and County Road 33 within the corporate limits of the City of Elk
River; and seeks the approval thereof, and
WHEREAS said preliminary layout was presented to the City of Elk River on May
21, 2001 and will be filed with the Office of the Department of Transportation, Saint Paul,
Minnesota, being marked, labeled, and identified as Layout No. 1, State Project Number 7106-
66.
NOW, THEN, BE IT RESOLVED that said preliminary layout for the construction
of said project within the corporate limits be hereby approved.
