Overview
The Elk River School District is requesting a conditional use permit for a 6,810 square
foot expansion to Parker Elementary School. The proposed expansion is divided into

two separate areas. Area A is a 2,310 square foot expansion located on the north side
of the building; it will include a music and bans room. The second addition, Area B, is a
4,500 square foot expansion located on the east side of the building; it will include
additional classrooms.
Site Plan
The proposed expansion complies with the setback requirements and the lot coverage
requirements on the R Ic zoning district. Parker Elementary School is located on the
same 28-acre site as Lincoln Elementary School.
Building Elevations
The exterior elevations of the proposed expansion will be the same brick material as
the existing building. Expansion area "A" is located in the back of the building and will
not be visible from the street. Expansion area "B" located on the east end of the
building is visible from School Street.
Parking
The parking lot for Parker Elementary School has 81 parking spaces. The parking
requirement for elementary schools is 2 spaces for each classroom. The school has 3 I
classrooms, including the proposed expansion areas. Therefore, the parking
requirement for the school is 62 parking spaces.
Landscapin_~
The ordinance requires 28 trees .The applicant will be given credit for existing 15
deciduous trees along School Street and 5 conifers along the west side of the parking
lot.. The proposed landscape plan includes 8 Black Hills Spruce planted along the east
side of the existing parking lot, 8 crab trees and 2 sugar maples are proposed along the
front of the school.
No new signage, other than parking lot directional signage, is proposed. There is an
existing monument sign along School Street.
Grading and Utilities
No significant grading is proposed. The City Engineer will address any grading, drainage
and utility issues in his memo.

Planning Commission Meeting_
At the Planning Commission held on April 24th, no one spoke at the public hearing. The
Commission raised no issues and recommended approval of the conditional use permit.
Recommendation
The Planning Commission and staff recommend that the City Council approve KKE's
request for a conditional use permit for a 6,810 square foot expansion of Parker
Elementary School with the following conditions:
I. All comments of the City Engineer shall be addressed
2. The landscape plan shall comply with the requirements in the Landscape
Ordinance.

RE: lSD #728 BUILDING EXPANSIONS
Dear Ms. McPherson:
We have reviewed the preliminary plans for Independent School District #728's proposed
expansions to the Elk River Senior High School and Parker Elementary School. From a
drainage standpoint, neither of these proposed expansions require any additional drainage
improvements and, in fact, the expansion to the Senior High School will arguably improve the
drainage situation. The expansion at the front of the High School will take an area that was
essentially impervious and ran overland to School Street and turn it into rooftop which will be
picked up in a storm drainage pipe and conveyed to the storm sewer system in School Street.
Eliminating the ovedand flow from high intensity rainstorms may actually improve the situation
along School Street.
From a traffic standpoint, the proposed high school expansion will again improve the traffic flow
along School Street. Currently, the High School has a small parking area directly in front of the
school entrance with two access points along School Street. With the proposed expansion, this
parking area will be eliminated. The access point will be made perpendicular to School Street
and will be used solely for deliveries to the expanded school building. The westedy access
point from t.he small parking area will be eliminated, thus cleaning up a confusing access point
at School Street where two different driveways merge together.
Other than these relatively minor items, we see no other issues with the City utilities and/or
transportation system affected by these proposed expansions. If you have any questions
regarding engineering issues dealing with the building expansion, please call.

Conditional Use Permit for Additions to Parker Elementary
Please accept this narrative as application for a Conditional Use Permit (CUP). Elk River
Independent School District No. 728 requests a CUP for two additions to Parker Elementary
School, located at 500 School Street. According to the City of Elk River Zoning Ordinance
Section 900.10, institutional uses within an area zoned as R-lC (Single Family Residential-
Sewered) require a CUP. The first addition (Area A) is 2,310 square-feet, located at the north
side of the building, and includes a music and band room. The second addition (Area B) is 4,500
square-feet, and is located on the east side of the building, including a Kindergarten classroom
and two standard classrooms. The following is a summary for the planned improvements to
Parker Elementary:
Site Plan
Setbacks
The additions meet the required setbacks of 30 feet - front, 20 feet - rear, and 10- feet for side
lots.
Lot Coverage
Parker Elementary is located on the same property as Lincoln Elementary and the High School.
Jackson Avenue separates this property into two pieces. The Parker and Lincoln site is
approximately 28 acres east of Jackson Avenue. West of Jackson Avenue, the High School site
is about 24.6 acres.

Property zoned R1-C is required to have maximum lot coverage of 25 percent. Parker
Elementary will have a building footprint of 71,100 square feet, while Lincoln Elementary has a
building footprint of 41,500 square feet. Combined, these properties account for 112,600 square
feet, for a 9.3% lot coverage ratio (property size is 1,212,016 square feet or 27.82 acres).
Parking
Zoning Code Section 900.24 (Parking and Loading Regulations) requires two (2) parking stalls
for each classroom. Parker Elementary has 31 classrooms, thus requiring 62 parking stalls. At
this time, there are 73 parking stall within the east parking lot, 2 of which are handicap
accessible. An additional 8 parking stalls are located in the entry drive, of which 2 are handicap
accessible. The area west of the school is designated for bus loading.
Landscape Plan
Per Section 900.30 of the Zoning Ordinance, minimum landscaping shall be 1 tree per 40-linear
feet of the property, using the front-yard frontage. After reviewing with planning staff, it was
agreed to use one-half of the linear footage for our calculations, since the property also included
Lincoln Elementary. Also, the total number of new landscape plantings may be reduced by the
retention of existing trees, but may not exceed 50% credit.
Signage
The only new signage on the site will be new accessible entry signage for handicapped parking
stalls.
Grading Plan/Utility Plan
The Parker Elementary site is rather flat at the site of the north addition, with a slight grade
change at the site of the east addition. Spot elevations are noted on the site plan.
