The current water department on-call policy pays an employee eight additional hours
(overtime rate) each week for carrying the on-call phone. If the employee is called during the
week and needs to respond, they receive a minimum of two additional hours or whatever the
respondent requires for time. The weekly on-call pay amounts to approximately $18,000 per
year.
In recent years there have been very few call-outs not related to our SCADA system or shut-
offs. We have quit responding to the non-emergency shut-off call-outs. In 2010, we have a
laptop computer purchase in the budget which will allow for responses to SCADA alarms
remotely.
The attached sheet shows all call-outs to date in 2009. Well over 50% of the 2009 call-outs
will be eliminated by the purchase of the laptop computer. It no longer makes sense to pay
$18,000 to have an employee available for 15-20 annual call-outs. If a call-out is necessary and
management is unavailable, the water department employee will be compensated the minimum
two hour call-out pay or whatever the respondent requires for time.
