Complete National Register of Historic Places Nomination Form for the Jackson Street Water Tower (SH-
ERC-016). Contractor will work closely with the City of Elk River in the preparation of this nomination.

• Search existing records for plans and photographic documentation of the tower.
• Research and evaluate significance of water tower.

• Complete NRHP Nomination form (10-900 and 10-900a).
• Submit draft nomination to the City of Elk River.
• Revise nomination as necessary based on the evaluation of City of Elk River.
• Submit draft nomination to the Minnesota State Historical Preservation Office.
• Revise nomination as necessary based on the evaluation of the Minnesota State Historic Preservation
Office.
• Present project to State of MN National Register Review Board, if requested by Minnesota State
Historic Preservation Office.
• Revise nomination as necessary based in the evaluation of the MN National Register Review Board.

1.0 Introduction
We are interested in working with the City of Elk River on the preparation of a National Register
Nomination for the Water Tower (SH-ERC-016) at 4th and Jackson Streets N.W. Constructed in
1920, it was manufactured by Minneapolis Steel & Machinery Company. A 2008 evaluation of
the property recommended that it is eligible for the NRHP under Criterion C. It embodies the
distinctive characteristics of an all-steel tower from the early 20th-century.
1.1 Scope
The nomination will further evaluate the historical significance of the Water Tower and will
include:
1. Development of additional contextual information about early 20th-century water tower design
and municipal water supply development.
2. Development of a detailed description and integrity statement and discussion of the building's
significance under Criterion A and C.
3. Completion of all photography requirements as specified by the National Park Service.
4. Preparation of a final nomination that includes description and significance narratives and all
other components of the National Register nomination form.
5. Coordination of the project with City of Elk River and the State Historic Preservation Office
(SHPO).
2.0 Consultant Qualifications
The principals of Landscape Research LLC have extensive experience with all aspects of local
and National Register of Historic Places (NRHP) designation. We have successfully completed
National Register nominations or determinations of eligibility for many types of industrial,
institutional, commercial and residential properties as well as historic landscapes. We will
coordinate all the project with the State Historic Preservation Office and meet their requirements
as well as those of the National Park Service. Our previous cultural resources experience in Elk
River includes acity-wide historic contexts study and Phase II evaluation of the downtown
commercial area (2002).
3.0 Project Team
Carole Zellie is an architectural historian and urban planner. She founded Landscape Research in
1976 and has served as project manager for many of the firm's projects for development,
architecture, planning, transportation and engineering clients. Carole holds undergraduate degrees
in architecture and art history and an M.A. in architectural history from the University of
Minnesota. Her M.S. in urban and historical geography is from the University of Wisconsin-

Madison. She meets the Secretary of the Interior's Qualifications for History and Architectural
History.
Amy Lucas joined Landscape Research in 2006. Between 1994 and 2006, since earning an M.S.
from the School of Architecture, Preservation and Planning at Columbia University, she was a
preservation planner with the Minneapolis Community Planning and Economic Development
(CPED) department. She has extensive experience with historic designation and design review
and meets the Secretary of the Interior's Qualifications for History and Architectural History.
4.0 Timeframe and Budget
The preparation of the cultural resources evaluation would be accomplished within the timeframe
established by the City of Elk River. A 3-month project is proposed. The project budget is based
on a principals' fee of $95 per hour. Report production expenses are shown and billed separately.

Thank you for inviting us to submit a proposal for preparing a National Register
nomination for the Elk River Water Tower. We propose the following work plan
to complete the nomination:
1. Project Initiation and Literature Search
To begin the project, we will examine historical materials that you have gathered.
We will also explore materials from our in-house files and library that we have
accumulated from past water tower projects, including a National Register
nomination for the Prospect Park water tower in Minneapolis. We will conduct
additional research as needed at repositories such as the Minnesota Historical
Society reference library, State Historic Preservation Office (SHPO), Sherburne
History Center, Elk River Public Library, and University of Minnesota libraries.
In addition to compiling information on the history of the Elk River water tower,
we will collect materials about the evolution of water towers in the twentieth
century and on the general historic context that produced Elk River's water tower.
We will also meet with the SHPO National Register historian to discuss issues
related to the nomination.
2. Fieldwork
National Register nominations require a detailed physical description of the
property. We will visit the water tower and record our observations with field
notes and digital photographs. We will use film photography to produce the
black-and-white 8-by-10-inch prints that will accompany the National Register
nomination.

3. Preparing the National Register Nomination
We will prepare the National Registez• nomination. following the requirements of
the Secretary of the Interiar and the SH:PO. We will submit a draft of the
nomination. to you and the SHPO for an initial review. Upon receipt of comments
on the draft, we will. complete any necessary revisions.
We will submit the final nomination to you and the SHPO. We will provide the
SHPO with color digital images of the property and its setting, an original USES
map showing the property's boundaries, and black-and-white prints to accompany
the nomination. You will receive a CD with. a digital copy of these materials. We
will. attend the State Review Board meeting when the nomination is presented and
answer any questions that at•e raised.
After the nomination has been. approved by the board, the SHPO fot•wards it to
Washington for f nal review by the National Park Scrvicc and official listing by
the Keeper of the National. Register. This process is typically completed. forty-fve
to sixty days after the State Review Board meeting.
