Part of the underground gas line discussion within the past few months has referenced the hiring of a part-time underground utility facility inspector. The City of Elk River has advertised for the position and two applicants from within the Elk River Fire Department have applied. Jeremy Collins and Rob Dreissig have applied for the part-time underground utility facility inspector position. The part-time position was discussed with each candidate during the candidate interview. We also discussed the positions flexibility in reference to work hours and this was emphasized to the two potential candidates. An issue was raised during the interview process as to the possibility of sharing the part-time facility inspector position for ease of this position fitting into the candidate's normal hours. The proposal for the part-time underground utility facility inspector is to put in approximately 10-20 hours per week and expenditures will be between $7,000-$8,500 during 2001. The projected revenues from the right-of-way permits are estimated at $10,000 for 2001 and the entire permitting process will be reviewed at the end of the construction season. The discussion during the interview process of possibly sharing the part-time hours amongst the two candidates is a workable solution between both position candidates. Each of the candidates meets the minimum qualifications as set forth within the City of Elk River position analysis. The Gopher State One Calls rules and regulations were reviewed and discussed with each of the position candidates. Action requested At this time I am asking Council approval to hire Jeremy ColLins and Rob Dreissig for the position of part-time underground facility utility inspector. With the hiring of two part-time facility inspectors this will enable the work schedules to be flexible for both of the facility inspectors. I am very happy to have these two candidates come forward and fill the position of part-time underground facility utility inspector for the City of Elk River. I believe this is a very important position to ensure compliance within our community of the Gopher State One Calls rules and regulations referencing underground utility construction. I will be in attendance at the June 4, 2001 City Council meeting to answer any questions the Mayor and City Council may have in reference to the above issue.
