Accept snow abatement proposal for winter 2009-2010.
Background/Discussion
The City Code, section 46-34 (a)(8) requires that sidewalks be kept free of snow and ice during regular
business hours in commercial/ industrial, and within 24 hours after a snowfall within residentially zoned
districts.
Anticipating increased complaints and a desire to not perform the task with City resources, staff
requested proposals for a snow abatement contractor, much the same way a City contractor mowed yards
that are in violation of the City's weed/ tall grass ordinances. The snow process will follow the grass
process: notification, allow for a reasonable time (for the first instance), then the City will abate.
Proposals were requested by December 15, 2009.
Staff received one proposal for snow removal abatement including proof of insurance and worker's
compensation insurance. After review of the costs proposed, insurance, and the contractor's ability to
complete the work, staff is recommending Larson Companies. Staff believes that they will satisfactorily
meet the requirements at a reasonable cost to the property owner. Larson proposes a rate of $23 per
hour, a minimum of 2 hours.
Financial Impact
None. Fees incurred will be billed to the property owner, and if unpaid, will be assessed to the taxes.
