Adoption of attached resolution entering into a maintenance agreement between the City of Elk River
and Wright County for the Parrish Avenue Bridge for 2010 and direction to the Mayor to execute such
agreement.
Background/Discussion
Annually, the City of Elk River is asked to enter into a maintenance agreement with Wright County for
maintenance of the Parrish Avenue Bridge.
Since the bridge was rebuilt many years ago, the City of Elk River and Wright County have shared
maintenance duties. Since 2002, this agreement has been entered into annually; therefore, Wright County
is asking the City of Elk River to once again enter into a maintenance agreement for the Parrish Avenue
Bridge during 2010. The agreement is exactly the same as the agreement entered into in past years.
Financial Impact
There is no financial impact beyond the maintenance issues that the city has currently been responsible
for on the Parrish Avenue Bridge. These include maintenance of the street lights, removal of snow from
the sidewalk, maintenance of the slope and berms on the north approach, snow and ice control from
bridge and approaches, and removal of marking/spray paint from visible surfaces of bridge structure.

Enclosed is a maintenance agreement for the maintenance activities on Bridge 86515.
Two copies of this are enclosed for your review and execution by the City. As of 2002,
this agreement has been changed to an annual agreement so that we can include it for
approval with our other maintenance agreements, which are all submitted on an annual
basis. The current agreement will be effective from January 1, 2010, to December 31,
2010. Please return both copies of the executed agreement. After approval by the
County Board, one of the copies will be returned to you for your files.

RESOLUTION 09-
MAINTENANCE AGREEMENT - 2010
THIS AGREEMENT made and entered into by and between the City of Elk River hereinafter referred to
as the "City" and the County of Wright hereinafter referred to as the "County".
WHEREAS, it is deemed to the best interest of all parties that the duties and responsibilities of both the
City and the County as to maintenance on Bridge #86515 and its approaches should be clearly defined.
NOW THEREFORE, IT IS AGREED with regard to said structure maintenance:
MAINTENANCE
CITY RESPONSIBLE FOR:
(1) Maintenance of street lights;
(2) Removal of snow from sidewalk;
(3) Maintenance of slopes/berms and roadway on north approach (includes: turf maintenance,
bituminous maintenance, drainage and riprap maintenance);
(4) Snow and ice control from bridge and approaches;
(5) Removal of markingslspray paint etc, from visible surfaces of bridge structure.
COUNTY RESPONSIBLE FOR:
(1) Periodic sweeping to remove. sand and debris and removing sand/dirt from expansion joints;
(2) Signing for bridge and approaches;
(3) Maintenance of slopes/berms and roadway on south approach (includes: turf maintenance,
bituminous maintenance, drainage and riprap maintenance);
(4) Centerline and edge pavement marking (includes stop bar).
The agreement between the City and County shall be for aone-year period and run from January 1,
2010, to December 31, 2010. All maintenance responsibilities will be deemed "offsetting" therefore no
payments will be required for the individual maintenance work which conforms to the areas stated herein and
performed under authorization of either the City or County.
In the event that the structure needs major maintenance/rehabilitation an agreement detailing the work
and shared costs must be approved and accepted by the City and County.
