5. State of Minnesota Department of Commerce, Office of Energy /Security Grant
As you are aware, the Arena is applying for a grant through the State of Minnesota
Department of Commerce, Energy /Security. The grant will be for Arena lighting as
well as a Low Emissivity Reflective Ceiling (in the Olympic) and Boilers for heating
the locker rooms in the Olympic rink and heating the water for the Zamboni. The
estimate total cost for all three items will be about $142,500.00. The contractor for
the labor costs to install the lighting will have his estimate completed on Monday so I
should be able to give a closer dollar figure at the meeting on Wednesday. There is 6
million dollars in grant money that will be awarded too government entities, with a
maximum of $100,000.00 per rant. The grant application is due January 25t" 2010,
grants will awarded March 12t , 2010, and projects must be completed by March 31st,
2011. If the city is awarded the grant for all three items, the estimated start date to
begin the work would be May 17t" 2010 and should be completed by July 31St 2010.
The merit of the grants will be graded on a point system, the three major factors that
the points will be based on are; reduce energy use, create and or retain jobs in
Minnesota, and reduce emissions of green house gases. All three of our items we are
submitting in our grant application apply to these criteria's. Points will also be
awarded for matching funds that the applicant provides for the projects in the grant.
To increase our points, odds in being awarded the grant, I am asking the Arena
Commission to approve up to $42,500.00 from the bleacher fund, which is collected
by the ticket sales of the high school hockey games played at the Arena. To date the
fund balance is $39,417.00. By the end of the high school hockey season this year
(2009 - 2010) the estimated balance should be close or over the $42,500.00 that I am
asking to be approved. If the bleacher fund balance falls short at the end of the 2009 -
2010season, I am proposing that the shortfall of funds be taken out of the Arena's
maintenance and building budget until it can be paid back once the high school games
begin for the 2010 - 2011 season in November.
