Council motion to adopt a resolution authorizing the City of Elk Rivet to submit an application for an
Energy Efficiency and Conservation Block Grant funded by the America Reinvestment and Recovery Act
of 2009 ~ARRA}.

The Ells River• Ice Arena would life to apply for a grant to cover costs for the following:
Replacement of light fixtux.•es in various areas of the arena, including over the Olympic and Barn
ice rinks and locker rooms
Low Emissivity Reflective ceiling over the Olympic rinl~
New boilers
Receiving the funds from this grant in order to mare the above mentioned changes would greatly reduce
energy costs at the arena. The two boilers used to heat the floor in the locker zooms and the water for the
ice resurfacer are old, inefficient, and need to be replaced. The new boilers will have a 93.3% efficiency
rating compared to the existing boilers 80% rating.

If all portions of the application are approved, the city may receive up to X100,000 in grant funding. The
city is not required to provide a match, but the application would be sco~•ed higher. The Ice Arena
Com~rrission approved using X39,417 as a match, which would come fxom the Bleacher Fund, Bleacher
Funds are collected from ticl~et sales of high school hocl~ey games played at the arena. The City receives
$1 per ticket.

Ells River is designated Energy City of Minnesota; and
, the Ells River City Council is committed to modeiing the way on issues of
energy consumption; and
, the Ells River ice Arena Commission is ~ support of improving energy
efficiency at the ice arena; and
, the City of Elk River has the financial capability to match $39,417 and ensure
adequate construction, operation, maintenance, and replacement of the
proposed project for its design life; and
, I' L upon approval of its application by the
Minnesota Department of Commerce Gffice of Energy and Security, the City
of Elk River may enter into an agreement with the Minnesota Department of
Commerce aff~ce of Energy and Security far the Energy Efficiency and
Conservation Block Grant and city staff is hereby authorized to execute such
agreements as are necessary to implement the project on behalf of the city.
