Ells River is designated Energy City of Minnesota; and
the Ells River City Council is committed to modeling the way on issues of
energy consumption; an
,the Ells River Ice Arena Commission is in support of improving energy
efficiency at the ice arena; and
the City of Ells River has the financial capability to match $39,417 and ensure
adequate construction, operation, maintenance, and replacement of the
proposed project for its design life; and
p , I upon approval of its application by the
Minnesota Department of Commerce Gffice of Energy and Security, the City
of Elk River may enter into an agreement with the Minnesota Department of
Commerce Gffice of Energy and Security for the Energy Efficiency and
Conservation Block Grant and city staff is hereby authorised to execute such
agreements as are necessary to implement the project on behalf of the city.
