Proclamation; Februa 2010 as Acts o~ Random Kindness Montla Mayor Z~linzing introduced Cindy Gibbs, who is assisting the Mayor with the Acts o~ Random Kindness Month campaign. Ms. Gibbs explained how the community can show their love for one another by completing acts of random kindness and report them, acts either given or received, on postcards or on the LoveElkRiver.org website. Postcards and drop boxes are available around town at all area churches, banks, and City Hall. She stated City Council Minutes February ~, 2010 Page 2 there are many things people can do to reach out and help one another and hopes to get more than ~ 000 acts recorded during the month. Council then watched a news story from Channel 4 news, which had a news team present at tlae downtown River's Edge Park earlier in the day when the wooden sign or `thermometer' was unveiled and Mayor I~linzing kicl~ed off the month-long event. MOTION CARRIED 5-4. 5.2. Authorization to Rezone Elk River Plaza Mr. Barnhart presented the staff report. He is reques~g authorization t ~rsue rezoning the entire Elk River Plaza Planned Unit Developm~ ~`PUD} to provide ~~~~x answers to potential commercial allowed uses, He stated~t~ save beef ~' or 8 amend~~ts since its approval in 1984 which makes it confusing to ~e.al nc~~ asinesses in the plaza. Councilmember Mot1n stated he would like to ensure ~, retail use is not reduced in the rezone. -~ Mr. Barnhart agreed. 5.3. 5.4. The purchases have been approved by the Fleet Committee and budgeted in the 2010 equipment replacement fund. Consider Consultant Services from SRF Consultin for Federal Trans ortation Fundin Re nests Ms, Johnson presented the staff report, She stated even though the funding wasn't approved in 2009, the City should apply for the 2011 fiscal year appropriations. SRF Consulting City Council Minutes Page 3 February ~, 2010 Group completed the work last year and Ms. Johnson recommended the city authorize staff to work with them again on the authorization and appropriation requests. Councilmember Motin suggested only interviewi~~ ~e new applicants fa~~ ~ boards and commissions. ~~ After some discussion, Council decided to only int~~~~~~~ ~cw applicants for the boards and commission appointments, and to reschedule Ms. Joµh~.~~~'s performance review to the February 1 ~ counci.l meeting, ~.
