These materials are consistent with the basic design guidelines imposed on buildings in the I-1 zoning district. The Conditional Use Permit, if approved as proposed, would allow interim outside storage (until the 4`h building is built), and the construction of 4 ministorage buildings. Other site improvements include a wrought iron style fence along Gateway Road, chain link along the east side, and a black coated chain-link along the north side. The north side abuts the Burlington Northern Santa Fe railway. In the review of the standards for CUP as outlined, it appears that the request is consistent with all of these standards, provided the fence is not barbed wire. Grading/Drainage The site is designed to capture all storm water and funnel it to the collection area on the northwest corner of the site. Some of the grading is planned to occur on adjacent parcels. The city engineer has identified the need for further information; this is included among the conditions. Landsca.~ing The site plan shows 53 trees, meeting the landscaping requirement in number. The plan includes 10 trees in the boulevard; staff would suggest many of these trees moved onto the applicant's property. The goal of the landscaping plan is intended to provide visual interest and screening from passersby on Gateway Road (A future key collector in this area of the community) and the Rail Line, which now more frequentlycarries commuters. A nearby operator of a ministorage business notes that he was not permitted outdoor storage when his site was developed 5 years ago (Case Number CIJ 03-OS; staff report and recording document attached. Further, he noted that the Plarming Commission required his building be turned to avoid having overhead doors facing the road. The application shows 5 overhead doors facing Gateway Road. It is important to note that the garage doors as proposed here are behind a fence and concentrated landscaping. The Ordinance does not prohibit outside storage. Additionally, the ordinance does not prohibit the location of overhead doors facing a public street in the I-1 zoning district. It should be noted however, that analysis of the transportation plan seems to support the evolution of GaxewayRoad as a primary collector on the east side of Highway 10. Enhanced design standards seem appropriate. Activity on the site will be mainly in the Spring and Fall when equipment is picked up or put away for the winter at which there will be two and possibly three employees, Parking required will be minimal (4 stalls as customers only drop aff their units to be stored, City staff has suggested some trees be planted along the railroad property which we have shown in evergreen trees, The buildings will be structural steel with metal siding of beige colo~• with Irish green trim, Fencing and buildings will enclose the entire lot with a decorative fence and automatic gate on the south side, and chain link fence for the balance. Security is a major factor and we will have lighting for all driveway areas as wall packs or pole lights controlled by photo cells, exterior cameras, motion and sound detection all monitored with state of the art equipment. The gate codes will monitor who comes in or leaves. The roofs are proposed to be off-white metal. A contrasting color, maybe green to match the doors, for the roofs would improve the aesthetics of the buildings. The turning radiuses around the site will need to be a minimum of 40 feet, per the Fire Department's recommendation. The drive aisles will be paved. The applicant indicated that tenants will be required to sign an agreement stating that flammable liquids will be drained from any vehicle stored in a unit. The Fire Chief and the Building Inspector said that there are no regulations that prohibit the storage of vehicles in mini-storage facilities. Under the ~ 997 Uniform Fire Code Section 9D2 Fire Department Access it states, fire apparatus access road shall be provided in accordance with Sections 9D~ & 902.2 for every facility, building, or portion of a building hereafter cons~.~ucted or moved into or within the jurisdiction. Under Section 902.2.2.1 it states that fire apparatus access road shall ha~re an unobstructed width of not less than 20 feet, an unobstructed vertical clearance of not less than i3 feet G inches, The fire apparatus access road shall be maintained to its unobstt.-ucted width of not less than 2D feet on a continual basis thrQUghout the entire year, "No parking" fire lane approved signs shall be provided and maintained for frxe apparatus access roads to identify such roads and prohibit the obstruction thereof. Under Section 9D2.2,2.2, Surface, frre apparatus access roads shall be designed and maintained to support the imposed loads of frre apparatus and shall be provided with a surface so as to provide all weather driving capabilities. If the proposed work described in a conditional use permit has not been substantially completed within two ~2~ years after its date of 1sSllance, the permit shall expire and become void except that the Council mar, following recommendations of file Planning Commission, extend the permit for an additional period deternlitled by the council on file receipt of a reciuest for a permit extension prior to its expiration. A Conditional Use permit authorizes only the use specified in the permit and shall expit~e if, for any reason, the authorized use ceases for more than one ~1~ year.
