SUBJECT: Rice Lake Park Concept Development
Staff has been involved in conversations with residents from the Ridges of Rice Lake
neighborhood regarding the development of Rice Lake Park. The city acquired this 27 acre
parcel for a community park. The previous owner of this parcel has a life estate to farm the
land but has indicated that he would be willing to release a portion of it for park
development. Attached please find the original concept plan and some recent draft concept
plans.
At this time staff is requesting commission feedback on moving forward with concept
development of phase one of the park development. There are no funds currently budgeted
for this project, however the neighborhood has indicated an interest in fundraising efforts.
Residents of Ridges of Rice Lake will be attending the Park Commission meeting and would
like an opportunity to present a petition.

Thompson -Rice lake Park?
Here is a list of things we would like you to consider as you lay out the plans for
this section of park. (This is from a survey we did in the RRL)
1) Playground
2) Ice Rink in winter
3) Basketball /Volleyball Court
4) Picnic tables /Trash receptacles
As funds permit we would like you to consider boards for the ice rink and
a warming house. (Maybe a cottage style look.)
Trees that would stay consistent with our neighborhood would include:
1) Evergreens -arranged so they provide a wind block for ice rink.
2) Autumn Maple
3) River Birch
4) Flowering Crab (Red and pink)
A couple of concerns neighbors have voiced is. Could we try to keep
the playground further back /away from 221 for the safety of the
small children.
Could there be a small section up ftont for a car or two to be able to
pull off of 221, as that is a narrow road. Cars are traveling 45 MPH.
last if there is a way to connect our paved paths to the great Northern
trail, for the safety of our children and residents. (We have neighbors
willing to help apply for the 100 K state grant, for connecting traits and
parks.
