BACKGROUND
The city has received one applicant for the Library Board. Joanne Jacobs will be present on
Monday evening for the council to interview.
There is one vacancy on the Library Board. The term for Library Board members run for
three years - from January 1 - December 31. This term will expire on December 31, 2003.
ACTION REQUESTED
Interviexv Joanne Jacobs for the Library Board.
Council motion appointing library board member for a three-year term expiring on
December 31, 2003.

Please explain why you would like to serve on the board or commiss~ion
selected above:
In general, I believe in community involvement and have the time available to commit to a board or commission.
Specifically, my interest in the Library Board reflects a lifelong interest in reading and in education. The Planning
Commission would be an excellent fit with my position as Postmaster as it would keep me current on development
activities.
EDUCATIONAL AND PROFESSIONAL EXPERIENCE:
Describe your educational and professional experience or skills that qualify
you to serve on this board or commission.
I have a BA in English from St. Cloud State University. I taught composition at SCSU while working on a Master's Degree
(not completed). I have attended numerous seminars as part of my training with the Postal Service and while serving on
the Elk River Area Board of Education. Through my job and previous volunteer activities, I am very familiar with the Elk
River area.
CIVIC AND COMMUNITY ACTIVITIES:
Describe past or present civic and/or community activities that may be
relevant in quahfying you to serve on this board or commission.
I served on the Elk River Area Board of Education from 1987 until 1991. In the 1980's, I served on the Community
Education Advisory Council for six years as both a member and as chair. In addition, I have been involved with various
youth sports with my thr~e children, have served as a Brownie Leader, and volunteered in the schools. I have worked as
a literacy volunteer with the Minnesota Literacy Council.
