SUBJECT: Computer Upgrades
The police department has recently received information from our
software vendor of an impending upgrade to our records management
system. This upgrade is part of the scheduled maintenance and software
improvements that we pay for in our annual maintenance fees. The
upgrades will vastly improve the overall operating efficiency of the entire
police information systems.
To prepare for this migration we were asked to inventory our current
computers and report back to our provider on the readiness of our
network. The upgrade requires that all workstations be capable of working
with Microsoft SQL Server version 7.0. The major requirement for working
with this operating system is that each computer must have an operating
system that is either Windows NT 4.0 or greater or Windows 2000. Neither
Windows 95 nor Windows 98 will work with the new database.
The second.requirement is that the computer must have a minimum of
128mb of RAM. The third requirement is that the processor speed on each
workstation be at a minimum, at the level of a Pentium III at 500 mhz.
The migration to the upgraded software cannot be accomplished until
the computers we currently have are upgraded to the minimal
requirements or replaced with computers that meet the standards.
In addition, we have recently completed the initial phase of changing
over our connection with the State of Minnesota. This connection will be
finalized at the end of June. This connection changed from a standard
56K LU or standard phone/data line connection, to a TCP/IP connection.
This latest connection is provided by the State to all Law Enforcement
Agencies in the State. All are required to use this connection, as the old
connection will be terminated as of July Ist 2001.
The State has provided a workstation for us to use with this new
connection, but again the newer technology requires a higher operating
speed and memory on the computer to run. We currently have two
computers that meet the hardware criteria for the new State and
software configurations. Basically, technology has surpassed the capacity
of our employee's workstations.
Scott Allen, the IS Coordinator for the City assisted in reviewing all
workstations that do not meet the technical requirements provided. It was
learned that of the eighteen (18) workstations currently at the
department, eight 18) could be upgraded while ten (10) should be
replaced. The reason the ten can't be upgraded is that the upgrades
would require that the processor, memory and operating systems all be
replaced. The cost of that would almost exceed the cost of a new
computer and would not be cost effective. Most of these ten have
processors with operating speeds of 233mhz or less.
The eight that can be upgraded can be upgraded very reasonably. The
cost for those would be:

6 -IBM memory upgrades @ $39.71 each
8 - Windows 2000 upgrades @ $180.00 each

Total for upgrades:
$1,805.46
The remaining computers that would be replaced would be replaced
with new Dell Optiplex GX400 workstations that have a Pentium 4
Processor at 1.4 ghz, 128mb RAM and have Windows 2000 installed.
Six of these will need new monitors with them. Four have newer monitors
that do not need replacing. The cost for the systems is:

The total price for the entire migration is' $13,187.36
It should be noted that all new workstations would be upgradeable which
eliminates similar problems in the next 4-5 years.
The police department is requesting funding be made available to
purchase the above needed equipment through State Contract #92-
00151.
