5.1. Proclamation: Februa T 2010 as Acts of Random Z~i.ndness Month
Mayor I~lin~ing introduced Cindy Gibbs, who is assisting the Mayor with the Acts of Random
~~in.dness Month campaign. Ms, Gibbs explained how the community can show their love for
one another by completing acts of random l~indness and report them, acts either given or
received, on postcards or on the LoveEll~River,org website, Postcards and drop boxes a~•e
available around town at all area churches, banks, and City Hall, She stated there are many
things people can do to reach out and help one another and hopes to get more than 1000 acts

more than 1000 acts recorded during the month.
Council t11en watched a news story from Channel 4 news, which had a news team present at
tlae downtown River's Edge Park earlier in the day when the wooden sign or `thermometer'
was unveiled and Mayor I~linzing licked off the month-long event,

5.2. Authorization to Rezone Elk River Plaza
Mr. Barnhart presented the staff report. He is fequesting authorization to pursue rezoning the
entire Elk River Plaza Planned Unit Development (PUD~ to provide clearer answers to
potential commercial allowed uses, ~~e stated there have been 7 or $ amendments shace its
approval in 1984 which makes it confusing to potential new businesses in the plaza.
Counciltnember Nlotin stated he would like to ensure that retail use is not reduced its tlae
rezone.

5.3. Code Enforcement Update
Mr. Barnhart presented tl~e staff report, ~Ie stated at this time of gear, staff is receiving
complaints about snow removal. He stated staff continues to worl~ to reduce the tune between
complaint and resolution of the problem, and stated one of the goals for 2010 was to promote
opportunities to decrease this time by amending the ordinance for abatement warz~itag time
from 14 to 7 days. Staff also intends on being more aggressive with sign violation citations. Mr,
Barnhart would come bacl~ to council with any ordinance amendment requests.

Mr. Maertz presented tlae staff report. The purchases Have been approved by the Fleet
Committee and budgeted in the 2010 equipment replacement fund.

Ms, Johnson presented the staff report. Sloe stated even though the funding wasn't approved in
2009, the City should apply for the 2011 fiscal year appropxiations, SRF Consulting Group
completed the work last year and Ms. Johnson recommended the city authorize staff to work

5.G. Discuss Council ~~orksession A endas
Ms. Johnson presented the staff report.
Councilrnember Westgaard expressed concerns with tlae February S worksession, which
included a joint meeting with the EDA and Planning commissions to discuss the Focused .Area
Study.
Councilrnember Moon suggested only interviewing the new applicants for the boards and
cofnmissions.
After some discussion, Council decided to only interview new applicants for the boards and
commission appointments, and to reschedule NIs. Johnson's performance review to the
February ~ G council meeting.

7. Council Updates
Councilrnember Moon reminded the council and residents about the precinct caucuses
would be held the next evening, Februax~r 2, and to check the Secretary of State's website
for information about locations and times.
8. Staff Updates
Ms. Johnson stated she would continue to update the council with any new information.
regarding the location of the VA clinic. She stated the Star Tribune recently reported the site
locations were narrowed down to two locations in Elk River and two locations in Ramsey.
