Adopt attached ordinance rezoning the 2010 area from A-1 to RM1 a, consistent with the 2004
Comprehensive Plan.

The 2004 Comprehensive Plan contemplated phasing growth over the next six years. Specifically in 2005,
2005, and 2010, density was to increase in the northern portion of Elk River.
In those years, identified parcels were to be rezoned from A-1 ~mi.tlimum lot size of 10 acres} to R-1a
minimum lot size of 2.5 acres}. Similar rezoning was completed in 2005 and 2005.
The rezoning completes the phasing plan of the 2004 Comprehensive Plan.

Commissioners had no concerns, but questioned the actual impact.

There was no public comment at the meeting, Staff received a fax from the landfill. stating no objection,
so long as it does not impact the landfill.

Approval of a Zone Change, rezoning certain properties from A ~ to R ~a.

.As parC of the 2004 Comprehensive Plan, certain areas of the city were guided for Agricultural, with
provisions to rezone portions to rural residential ~R ~a} in the coming years. This rezoning was to occur
in phases with the first being in 2005, The second phase was rezoned in 2008, and this rezoning
represents the (final planned phase,
It is now necessary to rezone cer~ain areas of the community to allow rural residential development,
consistent with the Comprehensive Plan.

The City Council of the City of Elk River does hereby ordain as follows;
~ectio~.1. That the duly adopted Zoning Map of the City of Elk River is hereby
amended to rezone the properties described on attached Exhibit Afrom A-I Agriculture
Conservation, to R-1a Single Family Residential.
Section 2. That the rezoning approved by this Ordinance is based on the following
findings:
