to order at 7:30 p.m. by Mayor Klinzing.

Tony Darkenwald and Harvey Schraeder gave an update on the 2001 Art's Soup Festival.
They thanked the city for its support and presented the Council with an Art's Soup framed
poster.
Swear in Police Officer
Joseph Gacke was sworn in by Mayor Klinzing as a Police Officer.
Old City Dump Testing
Building and Zoning Administrator Steve Rohlf updated the Council on the environmental
testing of the wells at the Old City Dump and adjacent residential wells. He noted that the
results indicate that the City take no action at this time. Steve requested authorization to
continue testing next year.

TESTING OF THE OLD CITY DUMP SITE. COUNCILMEMBER KUESTER
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Appoint Jean Leiser to the HRA
COUNCILMEMBER TVEITE MOVED TO APPOINT JEAN LIESER TO THE
HRA - TERM EXPIRING ON 12/31/2002. COUNCILMEMBER KUESTER
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Consider City Insurance Renewal with League of Minnesota Cities Insurance Trust
Finance Director Lori Johnson indicated that the contract with the League of Minnesota
Cities Insurance Trust for property, liability, auto, bond and related insurance coverage has
lapsed. She noted that Mary Eberley of First National Insurance Agency was prepared to
review the proposed policy renewal. Mary Eberley indicated that there were no other
insurance quotes other than the League because there are currently no other companies
writing municipal coverage. Mary Eberley reviewed the policy renewal.
COUNCILMEMBER TVEITE MOVED TO APPROVE THE INSURANCE
RENEWAL WITH THE LMCIT FOR COVERAGE THROUGH JULY 1, 2002.
COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
Code Compliance Update
Building/Housing Inspector Terry Tousignant reviewed the status of complaints noting that
a majority of the complaints have been resolved.
City Flag
The City Clerk noted that she has been working with Glenn Quist to redesign the city flag to
coincide with the new city logo. The Clerk presented two flag options to the Council.

It was the consensus of the Council that the diagonal design be the new city flag.
5.6.
Wastewater Treatment Plant - Region 5 EPA Award for Excellence in Operation and
Maintenance
Wastewater Treatment Plant Chief Operator Gary Leirmoe indicated that the Elk River
Wastewater Treatment Facility would be receiving a U.S. Environmental Protection Agency
Region 5 award for operation and maintenance of the plant. Gary noted that this is a very
prestigious award as only one city in a five state area receives this award each year. Gary
thanked his staff for their efforts in achieving this award. The Council commended Gary for
receiving the award.
5.7. Seal Coat Bids
Phil Hals informed the Council that bids have been received for the 2001 Seal Coat
Improvements with the low bidder being Pearson Brothers, Inc. Phil showed a video of the
seal coating process.
COUNCILMEMBER MOTIN MOVED TO AWARD THE SEAL COAT BID TO
PEARSON BROTHERS, INC. AT $40,272.25. COUNCILMEMBER TVEITE
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
5.8. Overlay Project
City Engineer Terry Maurer reviewed the feasibility study for the bituminous overlay project.
The overlay is proposed for the following areas:
· Streets in Pinewood Addition
· Streets in Sunset Ridge Addition
· 197th/198th Avenue between TH 169 and Tyler Street
· Gates Avenue and Freeport Avenue between Main Street and School Street
· Victoria Lane (delayed from 1998 overlay improvement)
· York Street in McChesney Industrial Park
· Streets between TH 10 and Meadowvale Road up to and including York Street
Terry Maurer reviewed the scope of the project, methods of assessment and the project cost.
Discussion was held regarding a few property owners whose driveways do not access a
proposed overlay road. The issue of whether or not these people should be on the
assessment roll was discussed. It was decided that no decision would be made until the
public/assessment hearing.
