SUBJECT: Request for Proposals for Group Health Insurance
State law requires that the city request proposals for health insurance coverage at least once
every 60 months. The patrol union health insurance coverage has not been bid in the past 60
months; therefore, the city will request proposals for coverage for the patrol union's health
insurance contract that is to be renewed on October 1, 2001.
This request for proposals does not affect the union contract in anyway because the level of
coverage is not proposed to change. The city may change insurance carriers of a collective
bargaining unit without its approval as long as the aggregate value of benefits provided by the
group insurance contract is not reduced. If the aggregate value of benefits is reduced, the
union and employer must agree on the change in benefits.
Action Requested
The City Council is asked to authorize the request for proposals for group health insurance
for the patrol union.
REQUEST FOR PROPOSALS FOR GROUP HEALTH INSURANCE

Notice is hereby given that the City of Elk River is requesting proposals for group health
insurance. The city reserves the right to reject any or all proposals and will evaluate the
proposals on various criteria including type of coverage, price, and other factors.
All specifications and census information can be obtained from the Finance Department, City
Hall, 13065 Orono Parkway, Elk River, Minnesota 55330; Phone (763) 441-7420.
Proposals will be received by the City of Elk River at 13065 Orono Parkway, Elk River,
Minnesota until 4:30 p.m. Friday, August 10, 2001.
