Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called
to order at 6:30 p.m. by Mayor K. lmzmg.

4. Board of Review
Jerry I~itzeck, Sherburne County Assessor indicated that the purpose of the Board of
Review is to consider and review 2003 esttrnated market values and property classifications.
He explained that there has been a county'wide five percent increase on the price per square
foot for homes. There was a 20 % increase in the estimated market value of all agricultural
property in the County and a five percent increase in the green acre taxable market value.
Mr. I4~ritzeck explained that the lirmted market value increased by 10% last year and 12% this
year. He indicated that the limited market value will continue to increase by 15% each year
from now on until it is eventually eliminated. At that time the taxable market value will be
based on the esmmated market value.
Mr. I4mtzeck introduced the John Cullen, Chief Deputy Assessor and Deputy Assessors
Roger HoLmgren and Greg Olson. Roger Holmgren and Greg Olson each presented
· information on the assessment procedures and statistics for the 2003 City of Elk River
assessments.
The Counc/1 then recessed to the Assessor's Office to review concerns from individual
property owners.
Powell Development Company - 12852 182nd Avenue NW, Elk River, MN - Parcel
Identification Number 75-679-0210
Mr. Powell noted that the parcel in question is a model home that has been for sale for close
to a year. He stated that the parcel has been classified as commercial. Deputy Assessor John
Cullen indicated that the parcel is classified as commercial because there is an office in the
house that is being used on a regular basis. Mr. Poweil stated that he did not feel this was a
fair classification because the office is located only in the garage of the house and will be
abandoned when the house sells. He further indicated that there are many model homes
with offices that are not being assessed as commercial. Assessor ICritzeck indicated that all
models are classified as commercial if there is an active office when the Assessor visits the
home on January 1st of each year. He further indicated that the Department of Revenue has
indicated that model homes that are used for offices are considered a commercial use.
The Council discussed the issue and concluded that because of the law regulating this
classification the request to change the classification from commercial to residential would
have to be denied.
Councilmember Motto indicated that he would abstain from voting on this issue, as Mr.
Powetl is one of his clients.
COUNCILMEMBER TVEITE MOVED TO DENY THE REQUEST TO
RECLASSIFY PARCEL 75-679-0210 TO RESIDENTIAL. COUNCILMEMBER
DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0-1.
COUNCILMEMBER MOTIN ABSTAINED.
Joseph and Yvonne Kirkeide - 12354 Riverwood Drive - Parcel Identification # 75-
474-0330 - Deputy Assessor Greg Olson indicated that the property owners were not
present but had submitted their complaint by fax. He indicated that the property owners
recently had their property appraised at $222,000. He stated that the property owner's

complaint was with the Assessor's 2003 valuation, which was at $261,000. The property
owners were requesting to reduce the 2003 valuation to $222,000.
Upon review of the appraisal by the Council it was noted that the detached garage was not
included m the appraisal and that the garage was valued at $36,000 by the Assessor's Office.
It was noted that adding the value of the garage to the appraisal figure of $222,000 brought
the figure only a couple thousand dollars from the Assessor's 2003 market value.
COUNCILMEMBER DIETZ MOVED TO DENY THE REQUEST BY JOSEPH
AND Y'VONNE KIRKEIDE OF 12354 RIVERWOOD DRIVE TO LOWER THE
VALUATION OF PARCEL 75-474-0330, TO $222,000. COUNCILMEMBER
MOTIN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
5. Adjournment
There being no further business, Mayor Ia-flmzing adjourned the meeting at 8:15 p.m.
