SUBJECT: Changes in Fees for Planning Department
Item # 5.2.
As a response to the impending reduction in LGA to the City, the Planning Department has
analyzed its fees for service. Staff has determined the following opportunities for the establishment
of new fees and increases in existing fees.

Request for Property. Information
The Planning Department receives requests on a monthly basis via phone or fax regarding property
information. Information requested includes property identification number, legal description,
zoning district, flood zone, lot dimensions, and requests to certify the zoning and use of a property.
During the month of March, Planning staff tracked the number of such requests. A total of 124
requests were received in 19 days. Sherburne County has, through its website, established a location
by which some of this information can be obtained at no charge. Other information can be
obtained if a user pays a fee to subscribe to the website. We propose to establish the following fees
for requests for information:

If the fees are approved by the City Council, the companies that typically contact staff will be
notified of the fees, the oppommity to obtain the information from Sherburne County, and the
policy that all requests must be in writing and received 48 hours prior to the request being needed.
Information will still be provided to Elk River residents at no charge.

Sign Permits
Currently, the City requires only a $50.00 deposit for temporary sign permits. Staff is proposing to
require a $30.00 permit fee and to increase the amount of the deposit to $100. The $30.00 permit
fee will cover time for staff inspections and to generate a check to release the deposit. The City's
auditors require that all deposits be cashed in accordance with proper accounting principles.
Currently, the permit fees for permanent signs are $30.00 for signs under 100 square feet, $90.00 for
signs 101 to 300 square feet, and $150.00 for signs over 300 square feet. Staff proposes to increase
the permit fees to $60.00, $120.00, and $200.00, respectively. The currently charged $30.00 often
does not cover staff time for reviewing the permit and tracking down or missing information from
applicants.
Land Use Applications
The Finance Department completed the State required analysis of fees and expenses (attached).
While the fees for land use applications were recently increased, k is dear from the analysis that the
City greatly subsidizes Planning development activities with staff time and that it is reasonable to
increase some fees an additional amount or to establish fees for development activities such as
subdivision exemptions and final plats that are currently completed at no charge. Staff proposes the
following additional increases in fees:

Staff also suggests that the lower cost for renewals be eliminated. It requires the same amount, if
not additional, staff time to review the past history of a case for a renewal or an amendment.

The final plat fee will cover staff time for drafting Developer's Agreements.
Effective January 2003, all recording fees incurred by the City are being billed back to the specific
applicant.
Recommendation
Staff recommends that the City Council adopt the attached resolution amending the fees as outlined
within this memo, effective June 1, 2003.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ADOPTING FEES FOR SERVICES FOR 2003
WHEREAS,
fees for services are reviewed annually to ensure that fees are sufficient
to cover services provided by the city; and
WHEREAS,
the Council has reviewed the fees charged for services; and
WHEREAS,
the Council has found that some fees need to be amended,
WHEREAS,
the attached fee schedule reflects the amended fees that will be charged
for services rendered by the City of Elk River in the year 2003.
NOW, THEREFORE BE IT RESOLVED, that the attached fee schedule is effective
beginning June 1, 2003.
