Consider Request to Hold Renaissance Fair at the Sherburne
County Fairgrounds
Request:
To hold a Renaissance Fair at the Sherbume County Fairgrounds on Saturdays and
Sundays from May 31 through June 29.

Mr. Gilbertson has provided some information regarding this event, which is attached to
this memo. He will be available on Monday evening to explain the event. A site plan will
also be provided on Monday evening.
Mr. Gilbertson has met with staff representatives from the administration, police, and fire
departments. He has indicated that the Sherbume County Fairboard has unanimously
voted in favor of this event. The police and fire departments have met to discuss security,

fire, and safety issues. There will be a representative from the police and fire departments
at the Council meeting to respond to any concerns the Council may have.
Alcohol
Mr. Gilbertson has requested to have Time Out Restaurant and Sports Bar provide beer
and wine from 10 a.m. to 7 p.m. during the event days. He is also requesting authority to
sell alcohol to the staff from 8 p.m. to 11 p.m. when the gates are closed to the public.
There is a provision in Minnesota Statutes 340A.404, subd. 4b, that allows the Council to
authorize an on-sale intoxicating liquor licensee to dispense intoxicating liquor off the
licensed premises at a community festival held within the City. The authorization must
specify the area in which the intoxicating liquor must be dispensed and consumed. The
liquor licensee must provide liquor liability insurance to cover the event at the specified
location.
Mr. Gilbertson has indicated that the alcohol will be served in the Beer Garden and will
not be allowed out of the Beer Garden. Preventative means will be in place to ensure that
alcohol is not sold to minors. Tony Bakhtiari from Time Out Restaurant and Sports Bar
will be present on Monday evening to answer any questions that the Council might have.
Action Requested:
Council authorization to allow the sale of alcohol by Time Out Restaurant and Sports Bar
at the Renaissance Fair to be held at the Sherburne County Fairgrounds from 10 a.m. to 7
p.m. and from 8 p.m. to 11 p.m. - May 31 through June 29 on Saturdays and Sundays.
