testimony from an adjacent business ownex• who wanted the same criteria applied to this business as were
applied to his conditional use permit in 2003, The Council tabled a decision on the proposed conditional
use permit to allow staff and the applicant time to review several issues. Those issues included

The adjacent business owner ~I~ostreba} objected to the hours of operation constraints imposed on his
business, but not applied to the subject application. The applicant has indicated his intended hours o£
operation. The site will be staffed S to 4:30 during the fall and spring to move items, The mini-storage
portion of the business is proposed to be open 24 hours a day via a key card entry. These hours are
generally consistent with a business in the middle of an industrial zone. It should be highlighted that Mr.
I~ostxeba's business is across the street from residentially zoned and used properties whexe concerns
regarding noise may be more noticeable.
Light
The applicant has provided the lighting plan. It includes a light installed near the main gate as a security
measure. This light is similar to the "street light" required of I~ostreba. Again, the main difference
between the I~ostreba and Sharp applications is the proximity to several residential uses. In speaking with
the City of Ramsey, these properties are residential in their Comprehensive Plan and aerial photos suggest
that these houses were built prior to Mr. I~ostreba's application.

Denny Sharp, on behalf of Lakeland Properties, is requesting Conditional Use permit to build and
ope~axe a mu~istorage business on Gateway Road. The rx~inistorage would house boats and RV's.
The project vrouJ.d consist initially of two ministorage buildings forming the southern and eastern
boundaries of the site. As business builds, the applicant proposes outside storage (boats, RV,
campers, etc) north and west of ~.he proposed buildings, Future phases would include the
construction of two more inuvstarage buildings, eventually eliminating the need for outside storage.
The main building will include space housing a computer and other security hardware, 7'he
applicant is considering including an office, which would require a restroorn. The septic system is
proposed for the SE corner of the site, if an office is added. The buildings will be prefinished metal
panels. Buildings will be tan, with a green trim, These materials are consistent with the basic design
guidelines imposed on buildings m the 7-1 zoxaing district.
The Conditional Use Permit, if approved as proposed, would allow nxerim outside storage (until the

Other site improvements include a wrought iron style fence along Gateway Road, chain link along

Section 30-654.
In the review of the standards for CUP as outlined, it appears that the request is consistent with all
of these standards, provided the fence is not barbed wire.

trees ira. the boulevard; staff would suggest many of these trees moved onto the applicant's property,

To date, staff has received some public comment. A nearby operator of a muvstorage business notes
that he was not permitted outdoor storage when his site was developed 5 years ago (Case Number
CU 03-05 staff report and recording document attached. Further, he noted that the Plazuiuig
Cozxunission required his building be turned to avoid having overhead doors facing the road. The
application shows 5 overhead doors facing Gateway Road. It is important to note that the garage
doors as proposed here are behind a Fence and concentrated landscaping.
The Ordinance does not prohibit outside storage. Additionally, the ordinance does not prohibit the
location of overhead doors facing a public street in the T-1 zoning district. It should be noted
hovcrever, that analysis of the transportation plan seems to support the evolution of Gatev~~ay Road as
a primary collector on the east side of Highway 10, Enhanced design standards seem appropriate.

Dear Mr. Bornhart:
Please accept this letter as our endever to address the concerns the council has expressed
at the February 16~h meeting.
Z have enclo sed our preliminary plan for lighting and security and inmost cases they will
be motion activated including the interior lighting,
The hours of operation which would include activity on the site would be tom 5:00 am
to 4;30 pm during the fa1l~October and November} to put stored equipment away far the
winter and in the spring~April and May} to take the equipment out of storage. Tenants
that lease an individual space have the option of 24 hour access by way of a keypad gate
and overhead door.
Overhead Doors -- ~ have talked to the sectional door suppliers for some way to change
appearance or make them less conspicuous. we have only come up with blending the
colors with the building colors; however we have done some extensive screening with the
fencing and trees which will cover this area.
As far as a sign in font of the building we have not decided on type, location or script but
we will have definite ideas when applying for the permit.
There was concern by one councilman on limiting the time for outdoor storage so it
would eventually disappear. This was not my intention, however, if the demand for
inside warehouse storage such as the larger building andlor the demand for individual
tenant accessible stalls like the smaller building is sufficient to build out the rest of the
property, there would be no room for outside storage since the tenants do, and would
demand clear unobstructed access to their facility.

The future buildings as shown on the civil plans are not set in stone. The size and
orientation of the buildings will be determined by l .}Tenant demand and requirements
2,} The building code and 3.} The City's preference or approval.
If screening the outside storage with the future buildings along the property lines would
satisfy the councilman's concern, we can certainly endeavor to layout future buildings
accordingly,
The initial outside storage will be laid out in neat and orderly rows, will not impair the
egress or de~egress of the building tenants and will have clear access to each unit so
nothing will have to be moved when picked up in the spring.
The demand for this type of storage space, inside or outside is being created by City
Councils throughout the metro areas who are limiting storage of recreational vehicles on
residential lots and seems to be increasing from year to year.
To give you an idea of what we anticipate storing in this new facility, ~ can tell you what
is stored in our existing facilities located on highway I0 and I69 in Ramsey, These
facilities are scheduled to be removed for the improvement of highways I01169 by the
state highway department,
Inside we have mainly pontoons and boats; we also have camping trailers, snowmobiles,
jet skies, motor homes, antique cars, electric dollies for moving boats and bobcat for
snow plowing, with a total of two hundred units,
outside at the present time we have;
