~n March 3, 2010, Dave Ho~.•vath, from the City of Zimmerman, and Z met with the
Sherburne County Solid Waste Advisory Committee to ~.•equest funding for brush and leaf
grinding in 2010. The Sherburne County Solid ~Iaste Advisory Committee has
recommended funding of ~48,OOD of SCARE funds for the four cities in the Sherburne
County Municipal Recycling Boa~.•d fo~.• 2010, The Sherburne County Board will act on this
recommendation at a future meeting. The X48,000 will fund three to four grindings of
compost/wood debris per site per year, SORE funds are provided by the State of
Minnesota and are presently on the governor's cut list so the Shelburne County Solid Taste
.~.dvisory Committee is looking for alternate sources of funding,
Dave and I also discussed the possibility of a vial ~.•un this summer of a sticker program, The
sticker pragrarn would be a step towa~.•ds a user fee funded compost program. Each Ci

pay an annual fee of $100, The sites would be open dawn to dusl~ and would not be staffed
to verify compliance,lt would still be primarily an honor system; howeve~.•, it would be
possible for staff, who are doing other tasl~s in the area, to spot checl~ users, Signs posted at
all four c~fies' compost sites would inform the public of the fees.
The sticker program is the interim step toward a fully automated card controlled access
system, once in place, an automated system would male the entire compost program user
funded, T'he funds generated by a sticl~er• program could help defray SORE funds or be set
aside to help fund a future card access control system
The Sherburne County Municipal Recycling Board is also worl~ing with Sherburne Soil and
ate~.• Conserva~.on staff to apply fo~• a g~.•ant that would fund at least a portion of a ca~•d
controlled access system,
