Background/Discussion The 2010 Capital Improvement Plan (CIP) included funding for Line Avenue improvements described as an overlay of Line Avenue and consideration "of trail extension from Trott Brook Farms addition to existing trail on CSAH 13." We recently discovered, however, during the bid award of the Line Avenue overlay that the trail was not included as part of that project. In researching the trail project further, we discovered that the cost for the trail was not included in the 2010 CIP cost estimate fox Line Avenue either, although discussion of the trail was included in the description. Additionally, John Anderson stated that no engineering work has been done on this project. The proposed trail project connects two existing trails by adding trail along the east side of Twin Lakes Road between Trout Brook Parkway and the existing trail that ends just north of Line Avenue. The cost to complete the 800 feet of trail along Twin Lakes Road is estimated at $60,000 - $80,000 for construction. Engineering would be additional. If the Council initiates this project, the CIP will be adjusted to allocate funding for this project. In addition to the Twin Lakes trail, there are other possible trail additions in this area that provide pedestrian facility connections from the pedestrian bridge on highway 169 to the surrounding neighborhoods, the commercial area south of County Road 12/Main Street and to the Northstar Station. Cost estimates for those connections have not been made. Attached are maps prepared by John Anderson that identify existing pedestrian facilities, the Twin Lakes trail connection and other potential trail locations. Finally, the trail project can be initiated at any time. This project could not be added by change order to the existing Line Avenue project because that contractor would not do the type of construction required for the trail extension. This project, if approved, will be bid as a separate project. Staff will be prepared to discuss the possible pedestrian facilities in more detail at Monday's meeting. Financial Impact The cost depends upon the scope of the project; a minimum of $60,000 plus engineering is the estimated cost fox the Twin Lakes trail connection.
