Business Recycling Assistance Program
As part of the Environmental Division's 2010 goals, the creation of a Business Recycling
Assistance Program to expand recycling efforts for the City's commercial and industrial
businesses has been developed. A brochure has been created to educate business owners on
the various non-profit agencies which offer free assistance as well as the variety of recycling
options available through licensed haulers within the City. A copy has been attached for your
reference.
The Business Recycling Assistance program will be kicked off on April 20, 2010 through a
Chamber of Commerce luncheon held at Pinewood Golf Course. In addition to the
brochure, a $25 coupon for appliance and electronic recycling and a flyer fox an upcoming
fluorescent light bulb collection event will be given to the businesses. Businesses must be
located within the City limits to qualify for the recycling coupon. Other events that may be
planned for businesses to recycle include confidential document destruction and electronics.

RESOLUTION 10-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN APPLICATION
FOR AN LCCMR GRANT REGARDING CLIMATE CHANGE,
RENEWABLE ENERGY, AND AIR QUALITY FOR THE BUSINESS
RECYCLING ASSISTANCE PROGRAM
WHEREAS, The City of Elk River recognizes the importance of providing high quality
services to the community; and
WHEREAS, The City of Elk River recognizes the importance of solid waste reduction
through recycling in solid waste management hierarchy; and
NOW, THEREFORE, BE IT RESOLVED, by the City of Elk River that a Business
Recycling Assistance Program will be developed for business organizations within Elk River
to benefit the people of Elk River and neighboring communities.
BE IT FURTHER RESOLVED that the City of Elk River has the legal authority to apply
for financial assistance and financial capability to meet a match requirement if one is so
required for the proposed project.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the
City of Elk River may enter into a grant agreement with the State of Minnesota's LCCMR
for the above-referenced project, and that the City of Elk River certifies that it will comply
with all applicable laws and regulations as stated in the grant agreement.
NOW, THEREFORE, BE IT RESOLVED, the Environmental Department staff is
hereby authorized to execute such agreements as are necessary to implement the project on
behalf of the applicant.
