Position Summary
The City Engineer reviews and oversees functions of new and redevelopment projects and oversees
work on consultant designed and in-house designed public works projects; assures that public
improvements and private developments (residential and commercial) conform to applicable
engineering standards, ordinance requirements and policy guidelines; and assists in meeting City's
NPDES requirements.
Essential Functions
Provides professional engineering services in the planning, design, and management of
improvement projects.
A. Designs or reviews designs for all city infrastructure projects to ensure design criteria
and all MnDot and city specifications are met.
B. Provides plan review, coordination, and management of private development
projects.
C. Provides design, plan review, coordination, management, and construction oversight
of City infrastructure projects.
D. Performs inspections on private and public projects.
E. Coordinates and attends all bid openings and preconstruction meetings.
F. Ensures completion of improvements conducted by private developers as specified
in development contracts.
G. Remains up-to-date on all specifications, regulations, codes, construction practices
and generally accepted engineering standards.
H. Coordinates and oversees application of all local, state, and federal ordinances, codes,
rules and regulations and ensures all reporting requirements are met.
I. Facilitates and negotiates contracts and agreements with vendors and consultants for
the benefit of the City.
J. Ensures interdepartmental/interdivisional cooperation on projects.
K. Reviews preliminary and final plats, commercial site plans, preliminary utility plans,
grading plans, constructions plans, drawings, and specifications submitted by
consultants, engineers and developer to determine whether they conform to City
comprehensive plans, guidelines, policies, ordinances, and engineering standards.
L. Maintains and updates information on mapping system and database within a
reasonable time from date of information change.
M. Produces maps, charts, and drawings to support other departments.
N. Participates with Environmental Division to meet all NPDES requirements

O. Works with Building Safety division on issues such as grading permits, building
permit review, etc.
P. Participates in development of the capital improvements program.
Q. Prepares assessment roles and leads the administration of the assessment process.
2. Directs and supervises division operations to achieve goals within available resources.
A. Studies and standardizes procedures to improve efficiency and effectiveness of
operations.
B. Delegates work assignments.
3. Attends city council and planning commission meetings and meetings with other
governmental agencies and public groups. Composes reports, makes presentations and
works with various committees. Serves as staff liaison to various committees, boards, and
commissions.
4. Prepares, submits, and administers annual departmental budget and capital improvement
plan including the controls necessary to ensure budgetary compliance.
A. Monitors revenues and expenditures to assure sound fiscal control.
B. Assures effective and efficient use of budgeted funds, personnel, materials, facilities,
and time.
5. Maintains communication plan to inform residents of on going projects.
A. Coordinates and attends informational meetings regarding various improvement
projects.
B. Provides information to residents during initial survey and other information
gathering work.
C. Provides engineering related content for the city newsletter, cable channel, and the
website.
6. Performs other essential job duties.

Required Knowledge, Skills, and Abilities
^ Thorough applied knowledge of civil engineering principles, practices, and methods as
applicable to a municipal setting.

^ Registered Professional Engineer in the state of Minnesota or registered Professional
Engineer in another state and eligible to be registered in Minnesota within six months of
hire.
^ Valid driver's license and good driving record.
^ Five years government project management experience.
Preferred Qualifications
^ Additional government engineering experience.

The Public Worl<s Department
The Public ~%orks Department is comprised of tour separate di~-isions, Street ~Iaii~tenance

department is responsible for the planning, design, constntction and maintenance operation
of all water s~rstems, sanitary sewer s~rstems, storm water s~-stems, and roadways along with
the maintenance operation for all Cit< facilities.
Engineering Division -The Cit<r's Engineering di~-ision provides project management and
plan re~Tiew of public impro~-ement projects, appro~-a1 and o~-ersight of developer installed
pri~-ate impro~-ement projects, assists with the City's NPDES requirements, and carious GIS

The Cit<r Engineer will be instil~mental in planning infrastnicture expansion into cuiYenthr
underde~-eloped ~ueas of the city. There will be opportunities to design roads, water and

within the City. The City engineer will be in~rol~ed in management of the storm eater

The Position
