Subject: Arena Bleachers
As you aware of on Monday July 2, 2001 the council approved to move forward with the
bleacher project. I will be opening the bids for the Arena bleachers Monday July 23, 2001
at 9:00am.
The City will need to finance the project which is estimated to be about $90,000.00. Elk
River Youth Hockey will donate $30,000.00 over the next three years towards the
Bleachers. The Elk River School District has agreed to increase ticket prices by $1.00 to
all Elk River High School games for the next three years, this will generate about
$24,000.00 - $30,000.00 for the bleachers. The remaining portion would be the
responsibility of the Cities ($30,000.00 - $36,000.00). The city's portion would come
from the Arena's 2001 capital improvement fund for the reverse osmoses system, which
will be delayed a year or two.
I will be at the City council meeting July 23, 2001 to review the bids and possibly have the
bleacher project approved.

Subject: Arena Bleachers Bids
This morning I received one bid for the Arena Bleachers from E.F. Anderson.
The bid was $58,716.00. Attached for your review is the bid information as
well as the proposals for the heating system and the P.A. system. I included
an alternate bid for stairs that would lead from the top of the bleachers to the
rink floor, unfortunate there was no bid for this item. The stairs would
provide another set of stairs for getting spectators to and fi-om the main level.
There is one set of stairs existing now, during High School games they tend to
get crowed. I am still optimistic that stairs could be added to the project now
or at a later date if the council would like to proceed with them.
The original proposal from B and D Plumbing did not take in account the
electric wiring needed to operate the heating system. The electric wiring will
add another $2,500.00 to the system, bringing the total for the heating system
to $18,700.00.
The proposal for the P.A. system is $5,841.80 and would provide sound to
the new bleachers area as well as to the south end where people stand. The
total package to add bleachers to the East Side of the Olympic rink is
$82,717.80 plus tax. The estimate originally had the total cost of the project
to be $83,700.00
With Elk River Youth Hockey and the School District contributing to the
project, I recommend that the Council approves' the Bleacher Project for the
Olympic rink.

accordance with the Uniform Building Code and the State of Minnesota addendum's for
2001.

Descriptive literature for the bleachers is enclosed as part of this proposal. The
bleachers is to be completely serviced by the dealer before usage, subject to
inspection and approval by the Arena Manager of the Elk River Arena and or the City
building inspector. No material deviation from the specifications will be permitted.
Bid price does not include Federal or state taxes. It is agreed that the bleachers will
be installed ready for use, 12 weeks (84 days) from the award of the contract.
Bidders are required to complete the attached affidavit of non-collusion. Failure to
comply shall result in disqualification of bid.

materials and workmanship for a period of five (5) years, beginning with the date the product
is completed at the job site. Product installation can be performed by factory trained personnel
or by the customer personnel following the detailed assembly instructions of the manufacturer.
This warranty excludes all other defects resulting from abnormal use or abuse, accidental damage or
any occurrences beyond the manufacturers control.
