SUBJECT: Public Works Master Plan Update
The 2010 Capital Improvement Plan includes $100,000 for planning and design of the public
works complex expansion and $250,000 for replacing the fuel tanks and pump island at the
public works complex. The actual expansion of the public works facility itself is not
budgeted unti12012 at the earliest.
This item is coming forward now because of the need to replace the existing fuel tanks. The
fuel tanks are single-ply tanks that were installed during the original project construction in
1987. The fuel tanks need to be replaced with two-ply tanks in order to meet current leak
detection requirements. However, before the fuel tanks are replaced or relocated, the master
planning for the entire site needs to be completed to ensure that the tanks and fuel island are
put in the correct location to accommodate future expansion of the public works building.
In October, the City Council approved the process for proceeding with the master plan.
Staff is requesting authorization to begin that process so that the fuel tanks and island can be
updated in 2010. A staff committee consisting of department head and division manager
representatives from public works, parks and recreation, finance, and community
development will participate in the process. This first step is only to request proposals for
qualifications for architects and to interview architects. Following selection of a qualified
architect(s), a proposal will be requested and presented to the Council for approval.
