Approve spending $4,000 out of the Surface Water Management Fund to hire Bonestroo, Inc., to provide
training to required City Staff on construction site erosion and sediment control and the MS4 program.
Background/Discussion
The City of Elk River has been classified as a Municipal Separate Storm Sewer System (MS4) community
by the Minnesota Pollution Control Agency (MPCA) since 2003. As part of this program, the MPCA is
doing random audits of communities to ensure that the permit requirements are being met. Staff has
been in contact with some of the communities that have been audited and one of the issues that the
MPCA has noticed was lack of training for staff who deals with erosion and sediment control in the
communities. After being notified of this, staff contacted the League of MN Cities MS4 Coordinator
who suggested having employees attend the University of MN Extension training or hire Bonestroo to
conduct a specialized training for Elk River staff.
Staff felt that a specialized training would better meet the needs of Elk River and contacted Bonestroo to
see about the feasibility of providing this training. They are willing to provide atwo-day training course,
course materials, and certificates of attendance. This training will satisfy the MPCA training requirements
for the MS4 program.
Employees from the Environmental Division, Building Division, Planning Division, Streets Division,
Park and Recreation Department, and Elk River Municipal Utilities would be attending this two-day
course. The training is tentatively scheduled for all day May 4 and May 6 with half of the second day
being out in the field. The fee for this specialized training is $4,000 and will certify that approximately 22
City of Elk River employees are certified in construction site erosion and sediment control and the MS4
program.
Financial Impact

Thank you for the opportunity to discuss our training program with you and Bob last week. As
discussed, the training will cover topics on construction site erosion and sediment control, and
the MS4 program.
As decided during the meeting, work will include atwo-day training course, course materials, and
certificate of attendance. The training will satisfy the Category 2 (site manager) requirements
identified in the Minnesota Construction Site General Permit.
The following topic areas will be covered:
• Illicit discharge detection and elimination
• Construction site erosion and sediment control
• Post construction operation and maintenance
• Pollution prevention and good housekeeping
This training will include classroom exercises to discuss appropriate BMPs based on example
construction sites with an emphasis on single-family home construction. The second day will
include an afternoon field session, which will be broken into two groups. Group one will focus on
construction site erosion and sediment control. Group two will perform inspections on ponds,
outfalls, and structural pollution control devices.
For the work described above, we propose a lump sum fee of $4,000. This will also include the
cost to print 22 copies of a 130-page training booklet, which we will reference during the
training. We hope you find this proposal acceptable. Prior to moving forward with this work we
will need to execute a contract, which I can send along once approval to move forward is given.
