SUBJECT: City Engineer Verbal Update On Public
Improvement Projects
As the City Engineer, Terry Maurer is scheduled to be in attendance at this City Council
meeting, it is appropriate for him to update the City Council on the status of public
improvement projects that are happening in Elk River. These projects may include the
following:
- Western Area Phase II streets, trunk sewer and water and the
improvements associated with the residential developments and the Business
. Park.
The Elk Park Center improvement project and related street improvements on
School Street and Jackson Avenue plus related trunk/lateral sewer and water and
street improvements in the northeast area.
- The Elk Hills Drive and Dodge Street/Avenue intersection.
- The County Road 12 and 13 drainage improvement project.
- The Main and Evans Street drainage improvement project.
The County improvement project for County Road 1-Phase I between
Meadowvale Road and County Road 32 and Phase II between Meadowvale
Road and Proctor Avenue are now both scheduled for 1996.
Trunk Sanitary Sewer at the southeast corner of Main Street and Highway 169
(see attachment).

RE: EARL HOHLEN'S PROPERTY
SANITARY SEWER SERVICE
Dear Mr. Klaers:
This letter is intended to clarify the situation with sanitary sewer service to the Earl Hohlen
clvl~ ENGINEERNG: property located on the west side of TH 169. As you are aware, Mr. Hohlen contends that
ENV~RONMENTAI lri the early 60's when the sanitary sewer line in Main Street was originally installed, it was
MuNICIPAi installed too high. Therefore, his property is unable to connect to the sanitary sewer by
PLANNING gravity. I am certainly not prepared to say that a mistake was made in the 1960's. It is
SOLID WASTE unclear to me what thought process was gone through in the original layout of the sewer.
sTRUauRA~ With the substantial amount of fill that Mr. Hohlen has placed on his property, perhaps in
suevEVING the early 60's that property was deemed to be unbuildable, or it could have been deemed
TRAFFIC too costly to install the sewer that deep and that a lift station was a better alternative.
TRANSPORTATION
Mr. Hohlen's property could certainly be served by a lift station and then pumped to the
EtEaRICAL~MECHANICAL sewer in Main Street. There are several examples of property which have had to use a lift
ENGINEERING:
Hv,ac station to provide service. A recent example of this would be Royal Oaks where a lift
PowER DISTRisuTloN station was needed for the entire 40 acres due to its low elevation. Another example is the
scADA portion of Mississippi Heights located adjacent to the river which will require a lift station.
svsTErn coNreots It would have been cost prohibitive to put the trunk sewer in deep enough to serve this
property. Another similar example is a portion of Hillside Estates which will also need a
lift station due to the fact that it would have been cost prohibitive to lower the trunk line
deep enough to provide gravity service.
When we were negotiating with Mr. Hohlen for the storm sewer easement for the Main and
Evans drainage project, he indicated a desire to have a sewer service installed at a lower
elevation that would provide service to his property. Steve Rohlf and I discussed this with
him and indicated that we would lay out a sewer service and bid it in the project as an
OFFICES IN: alternate. He could then decide whether or not he would like to pay for this to be installed.
MINNEAPOLIS It was clear from the very beginning that any installation would be at his cost.
