The Reserves Policy scheduled for Commission review and consideration this month will potentially have
an impact on the results of the water Rate Analysis. Because of this, the Water Rate Analysis results will
be postponed until the May Commission meeting.
7 will be attending the April 24~u Sherburne County Commission meeting with Deb Walters from waste
Management ~WM}, This is done annually each spring and gives ERMU and WM an opportunity to
update the Sherburne County Commission on how the plant has been performing.
~t has been noted that there is imbalance in shared services specific to f lter back flushing} between the
wastewater and water utilities. The water used to back flush f lters at the wastewater treatment facility
was being metered and billed; however, the water used at a number of wells to back flush filters was
being discharged into the sewer system unmetered and unbilled. After discussion between City and
Utilities staff, it was concluded both utilities should either be invoiced or both utilities should trade that
utility service at no cost. Staff discussion led to the conclusion that it wasn't in the customer's best
interest to add additional administration and metering costs for the wastewater and water to s~°ap
invoices. Zt is reasonable for both utilities to not invoice the other but have the option to revisit the
discussion if at sometime the trading of services becomes and unfair imbalance that would adversely
affect our customers.
Dn Sunday March 2~~', the Star Tribune ran an article "Have gophers been unfairly accused". This article
attached for reference} discusses an Anoka Municipal Utilities customer in a dispute over paying for a
damaged underground secondary service. A "secondary" service is the electrical line between the
transformer and the meter, Anoka Municipal Utilities customers own this secondary service line and the
Utility owns the "primary" distribution line, or the electrical distribution between the substations and the
transformers directly serving the customers, Because the customer owns the secondary, if it fails, it is the
customer's financial liability. The article makes a broad comparison of municipal utilities to ~cel
Energy.
~cel Energy daes not charge the customer to repair a secondary electrical service line; however, they do
charge a ~2 a month fee to cover those types of repairs. This article unfairly portrays municipal utilities
in a negative light. Zn almost all cases Elk River Municipal Utilities owns the secondary Tine for
residential customers from the transformer to the meter. Because ERMU owns these lines, the customer
would NAT pay for the repair or replacement for these lines. tThe exception being, if the line would be
damaged by fault of the customer, the customer would be financially liable. For example, the custome~•
was building a deck and ran apost-hole-digger through the secondary line.) Elk River Municipal Utilities
does this without charging a ~2 monthly fee as Xcel does. The secondary lines that ERMU installs now
are placed in a flexible conduit specify to protect the line from gophers and accidental dig-ins. This
significantly reduces the risk of outage related to these lines. ~n fact, these secondary lines in flexible
conduit may last So years before failing due to age,
Staff has been looking into reformatting some of our tri-fold bill stuffer brochures. Durblll-stuffing
machine has a difficult time processing some of the tri-fold brochures and this is an initiative to improve
efficiency. By reformatting the brochure information onto an 8.5"xl 1"unfolded paper and allowing the
machine to fold the brochure with the bill should improve the process. This reformatting also creates
more usable space for information. The desire to improve efficiency is pared with the desire to create a
better vehicle for communication with our customers. The brochure information on conservation,
security systems, and rebates will be communicated in a newsletter format, This also gives staff the
much-needed tool to communicate with our customers and address timely subject matter, for example
"gophers chewing an wires".
In March, ~ attended the MMUA Legislative Rally. This was similar in nature to tlae APPA legislative
Rally in Washington, D.C. At the rally I was asked to speak to our legislators about renewable energy
and the legislative impact to our customers. The presentation went well and it was a great learning
experience, The 2014 State Position Statements are attached for your review,
On March 22"d, I met with Connexus to discuss a number if topics including the upcoming territory
acquisition. At this meeting we also discussed exploring an agreement foz• future territory acquisitions,
The discussion revolved around the territory acquisition template that the municipals and cooperatives
were jointly working on in 24D8. This template was the basis for the resent Lyon~Lincoln and Marshall
territory acquisition agreement signed earlier this year. ~ have provided that agreement to Connexus fo~•
review and will be scheduling another meeting to further discuss this topic.
The 24t~' annual Elk River Business Expo will be held at the Elk River High School on April 11t'' from
10:44am to 3;DOpm. Elk River Municipal Utilities will have a booth at the event.
The date for the State of the CitylAnnual Report has been scheduled for the May ~7t~' City Council
meeting.

The gnawing teeth of unseen gophers could
cast a Dayton couple $1,~DD, all because
they get their electricity from a municipal
power company.
Steve Beck's electrical woes began in January
when he ran the microwave and his lights
dimmed. Later, when his ~~aneee, Sheila
Caron, ran the dryer in the basement, the
rest of the house went dark.
A utility crew determined an underground
cable providing power to the house was
damaged in several places, so they rigged up a
temporary line. Unfortunately for the
homeowners, the news got worse, In a Feb,
24 letter, Anoka Municipal Utility Informed
Beck and Caron that they would have to pay
to repair the cable by mid~April or have their
power shut off, An electrician told them the
job would probably cost about ~I,~DD,
Beck and Caron are on the hook because the
utility blames the damage on "gophers
chewing on the wire in various places," Beck
and his neighbor say they think the damage
was caused by the utility itself, which did
some construction work in the
neighborhood in the past two years.
"Z'm dust upset about this whole ordeal
because it's so asinine," said Beck, a 52d
year-old carpenter.
Dan Voss, director of Anoka Municipal Utility,
agreed the company could have caused the
damage, He described the case against
gophers as circumstantial, If further . .
investigation shows construction workers
nicked the cable, Anaka Municipal Utility
would try to make some accommodation
with the homeowner, Voss said,
Beck and Caron are learning a hard lesson ..p
that property owners who get their power
from Anoka and many other municipal
distributors have to pay for any problems
with underground cables to their house. If
the same wire arrived at their house from a
pole, the utility would cover it. if ~cel Energy
was the provider, that utility would cover it,

Anoka officials said their customers are
typically jolted when they discover the
difference.
"They're really not aware that they own the
electric service, unless they were to actually
ask about it," Voss said. "Of course, no one is
going to normally ask about it."
Twice before, deck has lived in houses where
the main electric line went bad. Once, an
overhead wire rubbed raw by a tree was
replaced by the utility. Another home had a
buried cable that went bad, but ~cel Energy
replaced it at no charge.
Xcel Energy's 300,000 customers with
underground electric lines pay an extra ~~
per month to cover the cost of any repairs or
replacement of those lines, said Patti
Nystuen, an ~cel spokeswoman.
The rules are different for the 350,000
electric customers who get their power from
municipal utilities that aren't regulated by the
Minnesota Public Utilities Commission. In
Dayton alone, three electricity providers ~~
~cel, Anoka Municipal Utility and Connexus
~a serve different areas of the city.
Anoka Municipal Utility serves about 10,000
customers in Anoka and Hennepin counties.
Underground residential cables break down
about 20 to 30 times a year, Voss said.
If a probe shaves the electricity is escaping in
several places, that's the calling card of
gophers, Voss said, The animals need to
gnaw an something all the time, to keep their
teeth from growing too long, and small
diameter electric lines are "the perfect size
for them," Voss said. "They love it."
The absence of electrocuted gophers
wouldn't rule out his theory, Noss said.
"They're usually smart enough," he said.
"ante they start getting tingled, then they'll
stop eating there."
Eeck doesn't buy it. "Nobody's ever seen a
gopher or a gopher mound in this
neighborhood," he said.

The following is a summary of projects andlor updates over the past several weeks:
l . The locating department had a total of 14b locate ticl~ets for January.
Same of them are meets which require several trips back to the same area
as needed to mark utilities. Five of the tickets were emergency locates.
2. The Metering Department continued with weekly and monthly substation
checks, changing out meters to the radio read meters, and doing the
monthly power bill. Michael Price attended a seminar in Monticello on
geothermal systems. It covered off peak issues and theory, 7t was very
informative.
3. The Security Systems Department had a total of 73 phone contacts, l8
personal visits,l b systems quoted, S sales made, 9 installs completed and
22 service calls for the month of March,
1 am including a thank you letter from a customer and also a survey done
by Sherburne County for your review.
4. Power Plant staff has performed the monthly r~xn of the generators. The
generators ran great.
5. Last year we had purchased four digital 800 MHz radios for
communicating with Sherburne County, City Police and the Fire
Department. we've been waiting for the county to program them and they
are now up and running with the 8a0 MHz system They are programming
the City's radios and I've dropped ours off with the Fire Chief for to be
programrned.

Rick 5chaust installed a security system for my husband and I yesterday. I wasn't sure who his direct
supervisox was but T wanted to let someone l~now how pleased we were with the job he did.
My father~in~law was there during the install and he was pretty impressed with Rick's
professionalism and knowledge. Rick took the time to explain how the system. works to both my
father-in-lawincase we're away and he has to responds and then again to my husband when he
came home a little later, My husband is pretty pleased with the job Rick did with the installation --
thewires are all hidden and the panel and alarm devices look very professional. My in~laws are even
thinking of going through ERMU for their security systeml
Now, let's just hope it never goes offl!
