Consider attached resolution ordering the preparation of a Feasibility Report for the 2010 Main Street
Pavement Rehabilitation Project.
Background/Discussion
The 2010 Capital Improvement Plans calls for the improvement of Main Street from Lowell Avenue to
the Bridge over the Elk River. Additionally, the segment from Orono Road to the bridge is in need of
improvement and is a logical piece to be combined with this project. The City typically funds street
improvements all or in part through special assessments to the benefiting properties. The first step in the
statutorily required process to levy special assessments is to study and report on the project in a
Feasibility Report.
The City Council has requested that a neighborhood meeting be held to inform residents on the
proposed project and collect input related to this improvement. This meeting can be held on Apri126,
2010 at 6:30 p.m. if the City Council would like to proceed. All residents that abut this segment of Main
Street will be invited to attend this meeting.
Some properties have been previously assessed for street improvements. It is staffs understanding that
the properties that were assessed fox previous projects, with the exception of the 1988 Main Street
Project, will not be assessed for this project.
Financial Impact
The total project cost is estimated to be $671,500.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE
2010 MAIN STREET PAVEMENT REHABILITATION PROJECT
WHEREAS it is proposed to improve Main Street between Orono Road and Lowell Road by replacing
the existing pavement surface and to assess the benefited property for all or a portion of the
cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED by the Ciry Council of the Ciry of Elk River, Minnesota:
That the proposed improvement, called Improvement No. 226212 be referred to John Anderson of
BDM Consulting Engineers and Surveyors, PLC for study and that that person is instructed to report
to the council with all convenient speed advising the council in a preliminary way as to whether the
proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as
proposed or in connection with some other improvement, the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
