ISTEA Grant for Railroad Trail
I am requesting a Council resolution in support of an ISTEA Grant
application for improvements to the railroad trail and connecting side trails.
The total cost estimate is for $219,000. The grant will pay $148,250 or 68
percent, and the city will supply $70,750 or 32 percent in labor and
equipment without spending any other city funds.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION IN SUPPORT OF 1996 FEDERAL ISTEA GRANT
APPLICATION
WHEREAS,

WHEREAS,
the city pledges thirty-two percent (32%) of the proposed
ISTEA project; and,
the total cost of the project is $219,000; and,
the city commits city staff and equipment to this project to do
clearing and grubbing operations, restorations and seeding
operations, grading, Class 5 installation, and signage; and,
the city commits the Street and Park Superintendent as
project manager.
NOW, THEREFORE, BE IT RESOLVED that the city pledges a spirit of
cooperation and support in labor and equipment to the proposed ISTEA
Project in the amount of $70,750.
Passed and adopted by the City Council of the City of Elk River this 8th day
of January, 1996.

Residential Lot Inventory
Attached is a year-end summary of the residential lot inventory of those
developments that have occurred since 1988. This inventory represents all of
the plats that have been recorded, improvements installed and lots available
for development. The one exception is Country Crossing 2nd Addition which
has been included in this number, so the actual number of available lots as of
12/31/95 is 176. Based on the 168 single family dwelling building permits
issued in 1995, the residential lot inventory indicates a one year supply of
residential lots. However, there have recently been preliminary plat
applications made for new developments, as well as final plat applications for
preliminary plats that were approved last year; all of which are scheduled to
be constructed in early 1996. This will increase the current inventory by the
middle of 1996.
