Paul Motin made a motion to terminate the Joint Powers Agreement effective December

Paul Motin made a motion to encourage the City of Elk River to take on the
administrative staff for their purposes. Gary Eitel seconded. 4-0.
The Board thanks the City of Elk River for their willingness to do so.
Community Recreation staff will put a general statement regarding the dissolution in the
fall brochure. Each city will have the opportunity to put in a statement regarding their
future plans as well.

Summer Information
In total, we took 2,017 registrations for summer programs and took in over $86,000 in revenue. We had
over 180 programs that ran this summer. We also had many people participate in programs such as
Entertainment in the Park that did not require registration. We were been very busy the past month with
the hot weather and making sure that we were very careful not to overexert staff or participants. We
were lucky to not have to cancel many classes and the ones we did have to cancel we were able to make
up all but two of them.
Fall Information
See copy of our brochure pages included. We have some new programs this season including daytime
toddler and preschool classes and adult fitness classes. I am excited about our new classes and hope that
people take advantage of the opportunities.
Deficit
After much reviewing of the accounts, it appears that all revenue has been accounted for. We are
currently trying to review the expenses. This item will be on the agenda for the September meeting.
Lions Park Facility
This is scheduled to begin mid-August and to be complete around the end of the calendar year. We are
very excited about the new facility and feel that it will be a great asset to the community.
The benefi'ts are endless!
Community Recreation
Community Recreation offers recreational programming, support and input to the park and recreation
commissions, support services to the youth associations, as well as other related serwces. We are a municipally
funded organization, serving the cities of Elk River, Otsego, Rogers and the township of Hassan. These
municipalities, along with ISD 728, have entered into a Joint Powers Agreement aimed at delivering recreational
opportunities to their residents.

31, 2001. The staff at Community Recreation would like to take this opportunity to thank you for your patronage and

The BLAST
Mountain Biking
Big Trail Building/Maintenance Clinic
Learn how to construct and maintain single
track mountain bike trail from the BLAST
Team. This session will be lead by Bob
Mueller, license Landscape Architect (MN,
WI, SD, IA, MT, WY, KY) and Minnesota
State IMBA (Intemational Mountain Bike
Association) Representative, President of the
BLAST. Session is for young and old to
learn about the anatomy of Mountain bike
trail and the natural forces that affect the long
and short term use of a trail. Learn how soil,
Vegetation, Grade and layout of trails are all
critical factors in trail planning and
maintenance. Learn the correct way to
maintain a trail. The BLAST hopes to
educate people the right and the wrong ways
of designing, maintaining our trails in the
years to come. If you think you know what
you are doing on the single track you will be
surprised on what you will learn and why
most trail designs, re-designs and
construction procedures fail. Lunch included
to be served at noon.

The Blast Riding Clinic
Learn how to ride from some of the best
riders in the state. John Sandberg and
members of his Penn Cycle race team and
the BLAST will instruct beginner-advanced
riders wanting to know more about the sport
and the skills of riding. We will divide
groups on ability. Groups will focus on
learning and improving their own riding
skills. Young and old are encouraged to
attend. Whether you are a beginner rider just
starting off or an advanced racer, you will
learn and improve your skills. Snacks and
refreshments to be provide afterwards.

Looking for something to do over
Winter break? Gather your friends
and form a team. Tournament will be
divided by age. This is a recreational
tournament and is just for fun. Each
player of a team must fill out and
complete a form. 3-5 players allowed
per team. Games are "call your own"
and teams should bring someone to
help keep score. Space is limited.

States Figure Skating Association). Elk
River Skating Academy is a multi-level
skating program designed for skaters of
all ages and abilities. Whether you're
interested in figure skating, boy's or
girl's hockey, ice dancing, hockey
cheerleading, or recreational skating;
ERSA can help you achieve your on-ice
goal.

through grade 4 will have access to a
variety of equipment and grades 5 and
up are basketball only. All participants
must wear gym shoes. Spectators are
not allowed.
Fees
Pay at the door- fees for all open gyms
are $2.00 per person. Ages 6 and under
must be accompanied by an adult at all
times. No organized practices are
allowed.

2001-2002 Elk River Boys Youth Basketball Information

The Elk River Boys Youth Basketball program has two leagues.., a House league for grades 1
through 9 and a Travel league for grades 5 through 9.
For "House teams", players compete against equally skilled teams within the Elk River school
district. There are over 100 House teams within the 1st through 9th grade. Players are separated,
by grade. There are four grade levels in the House League: 1st & 2nd, 3rd and 4th, 5th and 6th,
and 7th through 9th grade. All House players play equal time regardless of ability. Teams in
grade groups from 3rd through 9th play for team trophies.
For grades 5 through 9 there is also the option of playing on a "Travel" team. Travel teams play
other travel teams representing communities throughout Minnesota. Since this league is at an
elevated level of competition, interested players are required to attend a tryout where their
basketball skills, desire and ability to attend practices and games are evaluated.
With the development of new senior highs within the Elk River School District, we have expanded
the opportunities for boys that will be attending these new schools. For grade 5 and 6 there are
three "B" level teams that are community based (Elk River, Zimmerman and Rogers) and one
District wide "A" level team. For grades 7,8 and 9 there is one "A" travel team and two "B" travel
teams for each grade level.
A travel player would expect to play approximately 10 tournaments per year (which are usually
played on Fdday evenings, Saturday and/or Sunday). Travel team practices and tournaments
take a major commitment from both the player and the parent.
Registration for your son to play in the Elk River Boys Youth Basketball Association (either house
or travel leagues) can be made by mailing in a completed form (on back of this page) and
payment to the address provided. You may also registrar by visiting one of our registration
locations listed below. You will need one registration form per player.
Registration Deadline of September 22"d , 2001. (All registrations received after that date will
be placed on a waiting list and assessed a $15.00 late fee if an opening occurs.)
