MEMORANDUM Mayor & City Council Gary Schmitz, Planning Assistant September 18, 1995 SUBJECT: Administrative Subdivision Request by Joe Goetz, Public Hearing Case No. AS 95-8 Request Joe Goetz is requesting an administrative subdivision to divide Lot 6, Block 2, Deerfield First Addition into two lots which will measure 3.24 acres (Parcel A) and 2.5 acres (Parcel B) in size. Location • Lot 6, Block 2, Deerfield First Addition, 20321 Auburn Street NW Zoning/Land Use R1a (Single Family Residential) / LR (Low Density Residential) Attachments • Location Map • Zoning Map • Lot Survey Background Lot 6, Block 2, Deerfield 1st Addition is zoned Rla which requires a minimum lot size of 2.5 acres with 160 feet of frontage. Joe Goetz is proposing to subdivide Lot 6, Block 2, Deerfield First Addition into two parcels which meet the minimum size and width requirements in the Rla zoning district. Lot 6, Block 2 is currently 5.74 acres in size. The subdivision would create a 3.24 acre parcel (Parcel A) and a 2.5 acre parcel (Parcel B). Each lot would have the necessary 160 feet of frontage. The applicant currently owns an existing home on proposed Parcel A which would meet all • the required setbacks from the newly created lot line. Both parcels would 13065 Orono Parkway • P.O. It is unclear as to why the developer of this subdivision platted Lot 6 into such a large overall parcel. Natural Features The parcel has a wetland basin which bisects each proposed lot. The proposed Parcel B also has an 80 foot drainage and utility easement which extends along a portion of the southern lot line up to Auburn Street. A drainage and utility easement already exists over the wetland area, therefore, no further protection measures will be necessary for the wetland. It appears that there is adequate room to construct a home on the site and still have room for two septic systems in case the first septic system would fail. The applicant has provided soil borings which indicate the site can support a septic system. Both Parcel A and B are, for the most part, open with very few trees associated with either parcel. Therefore, a tree protection plan is not necessary with this request. Park Dedication The Park and Recreation Commission reviewed this proposal at their last meeting and recommended a cash payment of $500 be added as a condition of • approval. Surface Water Management Impact Fee In order to remain consistent with past administrative subdivision requests, the Surface Water Management Impact Fee of $61.80 for parcels without city services should also be a condition if the administrative subdivision is approved. Recommendation Staff recommends that the City Council approve the administrative subdivision request by Joe Goetz to divide Lot 6, Block 2, Deerfield First Addition, into a 3.24 acre parcel (Parcel A) and a 2.5 acre parcel (Parcel B) with the following conditions: 1. Payment of Park Dedication Fees in the amount of $500 be paid to the city prior to recording. 2.
