Request
The Planning Commission requests that the City initiate a land use study to determine if the
area located at the southeast corner of the intersection of 175th Avenue and Tyler Street
should be included in the Urban Service District.

Overview.
At the July 24th Planning Commission meeting, the Commission was asked to consider a
request by Cascade Land Company to amend the Comprehensive Plan to include a 6 acre
parcel in the Urban Service District. The Commission determined, after discussing the
changes that are occurring in the area, that it would be beneficial to study a lager area than
just the individual 6 acre parcel.
The Commission did not want to look at this area in a piecemeal fashion. Rather, they felt
the City should initiate a comprehensive analysis of the whole area. The area is about 80
acres and affects 8 property owners. The changes that the Commission felt warranted a
comprehensive study of the area included the reconstruction of 175t~ Avenue and the
possible extension of utilities down 175~, the Northstar Corridor commuter rail
station/MnDOT park and ride facility, and the proposed Elk River Station project.

80 acres located at the southeast corner of the intersection of 175th Avenue and Tyler Street
to determine if the properties should be included in the Urban Service District.
