SR 09-25-1995~ ~t ~Ik River FROM: DATE: MEMORANDUM Mayor and City Council Sandra Thackeray, City Clerk September 25, 1995 TT1~.M 3. 1 _ SUBJECT: Consider Resolution Authorizing Filing of Ice Arena Grant Application INTRODUCTION Staff has been directed by Council to apply for a grant to seek funding for the ice arena project. BACKGROUND • As part of the grant application, the local government applicant is required to execute a resolution which authorizes the Kling of the application and execution of final agreements with the Minnesota Amateur Sports Commission. The City's consultant, Chuck Freiberg of RSP, Inc. is in the process of drafting the resolution. Because Mr. Freiberg is out of town until Friday, the resolution will be distributed to the council on Monday evening. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 • RESOLUTION 95-64 A RESOLUTION FOR THE CITI' OF ELK RIVER A RESOLUTION OF APPLICATION AUTHORIZING FILING OF APPLICATION AND E~GUTION OF FINAL AGREEMENTS WITH TAE MINNESOTA AMATEUR SPORTS COMMISSION (MASC) TO CONSTRUCT A SPORT FACILITI' UNDER THE PROVISION OF THE STATE CAPITAL BONDING FUND Vt'HEREAS, the Minnesota Amateur Sports Commission (1~2ASC), via the State Capital Bonding Fund, provides. for capital funds to assist political subdivisions of the State of Minnesota for the development of sport facilities, and V~'HEREAS, the City of Elk River desires to construct and develop an addita.on to its existing Ice Arena for the sports of ice skating, figure skating, hockey, indoor speed skating and dry floor • activities. NOW, THEREFORE, BE IT RESOLVED by the City Council of the. City of .Elk River, Minnesota: 1. Estimates that the total cost of developing said facility shall be X2.8 million and the Cit3~ of Elk River is requesting X250,000 from the Mighty Ducks Capital Bonding Fund and udll assume responsibility for a match requirement of $250,000. 2. The City of Elk River agrees to own, assume 100 percent (100%) operation costs for said sport facility, and will operate said facility for its intended purpose for the functional life of the facility which is estimated to be 30 years. 3. The City of Elk River agrees to enter into necessary and .required agreements v~~ith the Minnesota Amateur Sports Commission foi• the specific purpose of constructing a sport facility and long-term program direction. 4. That an application be made to the State of Minnesota, Minnesota Amateur Sports Commission, to be included in the Minnesota Amateur Sports Commission's Capital Budget request for an amount presently estimated to be $250,000. 5. That the City Administrator, Mr. Patrick Klaers, is authorized and directed to execute said application and serve as the of.~.cial liaison with the Minnesota Amateur Sports Commission.
