In reviewing the City's Assessment Manual, it has come to my attention that it has been
quite some time since the Ciry Council Iasi passed a resolution setting assessment rates fi7r
street and storm drainage improvements. According to the Assessment Manual, the rates
are set by Ciry Council resolution. The rates were Iasi increased over two years ago. 'That
increase set the rates at $27.00 per foot for residential and $30.00 per foot far commercial
and industrial. The rate for storm sewer was set at $8.04 per foot.
Attached for your consideration is a draft resolution which seas the street assessrttent rate
of residential property at $30.00 per assessable front foot, and for commercial, industrial,
and all other types of property, the rate is $35.00 per assessable front foot. This resolution
also deals with storm drainage improvements and sets that rate at $12.00 per front foot.
The large percentage increase in this rate is recommended because of the policy change in
the method of funding trunk storm drainage. The Storm Sewer Impact fee is only collected
from developing property. So, in most cases, the Iateral assessment rate is all a property
will pay for storm sewer.

• A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ESTABLISHING THE ASSESSMENT RATE
FOR STREET AND STORM SEWER IMPROVEMENT PROJECTS
Vi,'HEREAS, the City has adopted a revised assessment manual on March 6, 1989, which
requires assessment rates for street and storm sewer improvements be estaf~lished
by resolution; and
WHEREAS, the City last increased the assessment rates over two years ago; and
WHEREAS, the assessment rates have been determined to need to be increased to offset rises
ltl CotlstruCtiOn COStS;
NOW, THEREFORE, BE IT RESOLVED by the Elk River City Council of the City of Elk
River, Minnesota:
1. The street assessment rate for residentially zoned property shall be $:~0 per
• assessable front foot and commercial, industrial, and all other zonings shall
be $35 per assessable front foot.
2. The Iateral storm sewer assessment rate shall be $12 per assessable: front
foot.
