Background • The HRA memo for its October 2 public hearing is attached to this memo. In addition, it should be reiterated to the City Council that the public hearing relates to the concept plans. far the Mississippi Riverfront Pathway Project. The public hearing is not about sources of funding, etc., because the Riverfront Corridor Committee and Hoisington Koegler Group, Inc., have not ;progressed to that point. Positive action on-the concept plans. enables the Riverfront Corridor .Committee to advance to the next stage ixi Hoisingtan's Contract for Services. Progressing to the next stage will enable both the Riverfront Cori~.dor Committee and Hoisington the opportunity. to further refine the. plans, better establish the project's costs, and, more importantly; pursue and evaluate potential sources of project financing. The need to advance to the next stage of the contract is moxe thoroughly outlined in the contract itself. The Riverfront Corridor Committee has reached he end of "phase one" -which is steps l through 4 of the work. program. Conceptual approval of the puns submitted to date- enables the HRA and its Riverfront Committee the opportunity to enter "phase two", or step 5 and on to "phase three" or step G of the contract. Estimated costs. for phase t«~o and phase three are $11,389 (plus expenses). Conceptual work on the Mississippi Riverfront Pathway Project has progressed to a point where preliminary approval is required of the pions that exist to date. The need for conceptual approval of the plans is also consistent with the break. point in the HRA's contract for services with the project's consultant, Hosington Koegler Group, Inc. That is, in order for design work to continue in a more detailed and precise manner,. it is necessary to gain HRA and City Council: approval of the concept plans. Satisfactory approval of the plans that ea-ist to date will enable both the Riverfront Corridor Committee and Hoisington Koegler Group to continue refining the plans and more accurately determining overall costs. For a more detailed review of the current point of the Hosington contract the HRA has reached, please refer to a copy of the contract which is included in the agenda packet. The HRA has reached the end of "phase one" -steps one through four. Conceptual approval enables the HR,A to enter "phase two", or step five, of the contract and on to "phase three", or step six of the contract.. Estimated. costs for phase two and three, consistent with HRA action of June 5, are $12,389 (plus expenses). Conceptual approval enables the Riverfront Committee, city staff, and Hoisington the opportunity to further define the plans and refine the costs and pursue potential funding sources - such as an ISTEA grant, etc. Since the August 28 HRA meeting, the following organizations have reviewed the plans: September 12, 1995 Elk River Area Chamber of Commerce Board of Directors Meeting September 12, 1995 Elk River Municipal Utilities Commission Meeting September 13, 1995 Park and Recreation. Commission Meeting September 26, 1995 Elk River Planning Commission Meeting In addition, the three art boards which comprise the concept plans • were displayed at various .times at the three banks in downtown Elk River. The concept plans appeared in the respective lobbies of First Bank, The Bank of Elk River, and First National Bank of Elk River. The HRA public hearing notice was published in the Star News in the September 20 edition. The September 20 edition also included the City Council public hearing notice. Riverfront Corridor Committee Chair Jim Tralle will be in attendance at the HRA hearing to present background information on the public workshops and initial designs developed by Hosington Koegler. Mr. Michael Schroeder and Mr. Paul Paige of Hoisington Koegler will also be in attendance to provide specific details on the concept plans, which include: • Pedestrian walk • Bicycle/in-line path • Nuts and bolts fountain area at the Main Street level of the EDA redevelopment site • Amphitheater area • Bandstand • Dock • Pavilion area at the end of King Avenue • Overlook areas along the pedestrian walk • Garden concept on the river sand bar • Future connection to Babcock rest area. Action Requested Following public input at the HRA hearing, Commissioners are asked to present a recommendation to the City Council. on the concept plans for the Mississippi R,iverfront Pathway Project. The City Council will conduct its public hearing on this matter on October 2 at 7 p.m. • • D~ Q ~ COI\'TRACT FOR SERVIC (~~a ES ~.:!/ • WHEREAS, the Housing and Redevelopment Authority for the City of Elk River (herein after referred to as "HRA") established a Riverfront Corridor Committee for the purpose of planning, designing, funding,. and implementing the construction of a Riverfront Pathway along the Mississippi River in the Central Business District; and WHEREAS, the committee authorized a Request for Qualifications from various landscape architects/urban planners to assist in the design of the Riverfront Pathway; and WHEREAS, following interviews with the top candidate firms, the committee recommended that the HRA engage the planning and landscape azchitecture firm of Hoisington Koegler Group, Inc. (herein after referred to as "HKG"). NOW, THEREFORE, the HRA and HKG wish to reduce to writing the scope of services of HKG in the planning and design of the Mississippi Riverfront Pathway project. SECTION I WORK PRO R~1M The Work Program dated May 9, 1995, which outlines the various elements of the Mississippi Riverfront Pathway project is hereby incorporated into, and made a part of this contract for . services. SECTION IV .COST OVERRUNS HKG will promptly advise the HRA of anticipated costs in excess of the budget outlined in .Section II. At its option, the HRA may approve an amendment to the budget in .order to fund these expenses. The HRA will advise HKG of its action in writing. SECTION V WORK PRODUCTS All work products relating to the Mississippi Riverfront Pathway project shall become the property of the HRA. SECTION VI COMPLETE AGREEMENT This agreement represents the complete and total agreement for the planning and design services by and between the Housing and Redevelopment Authority for the City of Elk River and Hoisington Koegler Group, Inc. Muy 9, 1995 Prior to beginning any work on the project, HKGi will meet with the Riverfront Committee to fully understand the process that has brought them to this point; to begin to identify the range of issues to be resolved; to receive initial input on the relationship between this project and other efforts underway or planned; and to review the work program, schedule, responsibilities and products. The meeting will be very informal, and will provide the opportunity to begin this project with a clear understanding of the Committee's expectations. Prior to this Orientation Meeting with the Riverfront Committee, HKGi wil] assemble base map information (provided by the City). A draft of this base map will be ready for use, if necessary, at the Orientation Meeting. 1.1 Prepare project base map from information provided by the City 1.2 Conduct an Orientation Meeting with the Riverfront Committee 1.3 Summarize and distribute a record of issues and directions discussed at the Orientation Meeting Products: • preliminary base map • summary of Orientation Meeting 2.0 Identify what exists... The first work task involves getting to know the site and all of the influences on it. Our study of the site will also include an evaluation of factors beyond the limits of the actual site, in order to provide the basis for understanding how the Riverfront can become an integral part of the community. The results of this task will be recorded in drawings, diagrams, photographs and other means which allow for :critical aspects of the existing site to be communicated to all participants in the process. HKGi will also begin to identify the authorities that might have jurisdiction over the Riverfront improvements, and to understand the processes and regulations those authorities might impose. Features of the site that were not clearly evident from the original base information will be added to the base map as a part of this task. We can proceed with subsequent tasks without a base map that is precise, but we must have one which is current and shows with .some certainty the site conditions and the locations of improvements within the project area. We may decide that field verification of information provided by the City would be prudent if there appear to be discrepancies or if site conditions have changed.. 2.1 Tour the site and surrounding area with representatives of the Riverfront. Committee to understand the existing conditions of the site 2.2 Investigate natural and man-made forces and significant influences, including: • natural forces -- slopes, soils, vegetation, river conditions (flooding, bank erosion) • man.-made forces -- traffic patterns, utilities, existing buildings • influences -- views, historic character, relationship to downtownltrails/parks/other community elements, general safety conditions • Mississippi Riverfront Pathway/Elk River Work Program -Page 1 2.3 Meet with the City to determine other projects that might affect the Riverfront project • 2.4 Interview key staff to determine conditions that may not be evident from the site visit 2.5 Recard/diagram the forces to communicate opportunities or constraints of the site 2.6 Research regulatory and permitting requirements 2.7 Present findings at Riverfront Workshop #1 Products: • graphics depicting site forces and influences • summary of meeting with City staff • summary of regulatory and permit requirements 3.0 Understand what is desired... As the Riverfront is a central element of the Elk River community, many people may have a desire to participate in shaping it. HKGi will conduct Riverfront Workshops throughout the process to ensure the community can provide input to the design. Workshops will be structured to provide focus an the Riverfront and the issues that will make this project a success. We will also meet with the Riverfront Committee and City staff to ensure basic programmatic elements are considered. As the project covers azeas that are not controlled by the City, HKGi and City staff will arrange meetings with property owners to determine their specific needs and concerns. These issues aze sometimes best handled away from public meetings. In this task, HKGi, the Riverfront Committee and the community will: • define the uses far the azea (given that a pathway is the focus, we will want to define other • uses that may contribute to a successful connection to the River and a sympathetic relationship to downtown) • identify opportunities far incorporating this project with other elements of the community • discuss intangible gains that might be achieved by this project (such as a respect far the environment or a community gathering place) • define accessibility goals • identify other issues and concerns that will lead to a better understanding of the River and the community, and ultimately, to a successful project 3.1 Meet with Riverfront Committee to define a basic outline of project elements 3.2 Meet with City staff to understand programmatic elements of concern to them 3.3 Meet with affected property owners to receive input on how improvements might affect their land 3.4 Meet with scout groups and other school or childrens group; we will work with them to draw how the Riverfront might look 3.5 Conduct Riverfront Workshop #l: community input for Riverfront improvements (also see 2.7 above) 3.6 Summarize input from Riverfront Workshop #1 3.7 Identify critical issues to be addressed and the implications of desired program elements; establish preliminary design criteria in the form of "project principles"; define priorities for implementation 3.8 Review summary, critical issues, project principles and priorities with Riverfront Committee Products: • Mississippi Riverfront PathwaylElk River lwork Program - Pagc • summaries of meetings with Riverfront Committee, City staff and land. owners • summary of Riverfront Workshop #1 • "program" for Riverfront improvements, project principles and priorities 4.0 Explore what is possible... Using information gained through the process to this point, HKGi will begin to generate potential solutions. A range of alternatives will be created to explore responses to the opportunities and constraints presented by the site, the needs and desires of the community and the concerns of affected property owners. Alternatives also provide a way of evaluating directions when no clear solution is evident. While each alternative will respond directly to the goals of the Committee and the community, each will test different relationships, functions, aesthetic treatments or budgets. Alternatives will be reviewed at Riverfront Workshop #2. The best alternative, or the best aspects of any alternative,. will be refined into a final concept plan and costs will be estimated. 4.1 Explore a range of alternatives to identify the best possible solution to issues identified earlier 4.2 Review alternatives and costs with Riverfront Committee 4.3 Conduct Riverfront Workshop #2: public review of alternatives; evaluate community response with the Riverfront Committee and make .adjustments as required. 4.4 Create a final concept plan, as a refinement of the alternatives, to illustrate key factors of development; to recommend specific improvements; to demonstrate the relationship between the Riverfront and other community features; and to look at opportunities for phasing implementation of improvements (this plan might be considered approximately • 30% complete) 4.5 Generate costs estimates for the final concept plan 4.6 Review the concept plan with authorities having jurisdiction over the site and the improvements 4.7 Review the concept plan and costs with-the Riverfront Committee; review regulations and permits required; make adjustments to the plan as required 4.8 Conduct Riverfront Workshop #3: public presentation of concept plan Products: • .concept alternatives (two or more) • summary of community response to alternatives from Riverfront Workshop #2 • final concept plan which illustrates the organization of uses on the site; patterns of circulation and access; the relationship of the site to other community features; the design character which reflects the the River and the community; and potential phasing of Riverfront improvements • concept level cost estimates Before proceeding to the next phase of the project, time will be allowed for evaluation of the project and determining the schedule for future work. ~ , 0 Define how it will look and function... At this point, the Riverfront Committee and the City will have to determine when to proceed with . Mississippi Riverfront Pathway/Elk River Work Program -Page 3 the next stages of the project. A firm understanding of the implications will have been gained,. and • the support of the community for any Riverfront improvements will have been gaged. If appropriate, HKGi will proceed with the creation of more refined plans, in order to show in greater detail how the improvements would fit the site and respond to concerns identified by the Riverfront Committee, the City, affected land owners and the community. Cast estimates will be again defined with a better reflection of the true costs. Local boards and commissions will be informed formally and a general agreement reached among all parties that the direction shown is most appropriate. If possible, acquisition of approvals and permits from outside of the City would begin as a part of this stage. 5.1 Develop refined plans, outline specifications, phasing options and cost estimates based on the accepted concept plan; investigate material options and construction methods 5.2 Review plans directly with City staff and affected land owners 5.3 Present plans to local boards and commissions 5.4 Begin approval and permit processes for authorities outside of the local community Products: • plans, outline specifications and cost estimates (based on plans that might be considered 60% complete) • diagrams for phasing of improvements, if necessary • summary of land owner responses to plans • permit applications (preliminary) 6.0 Make it happen... • The final task is implementation of the community-accepted plan for Riverfront improvements. That process begins with an understanding of the range of funding options, strategizmg methods of implementing improvements, and presenting all findings and plans to the community to build support for the project. Construction drawings and bid documents will be prepared, costs estimated, and all approvals sought. 6.1 Explore funding .options 6.2 Prepare ISTEA or other grant applications 6.3 Explore implementation strategies 6.4 Conduct Riverfront Workshop #4: public presentation of final Riverfront plans 6.5 Summarize community response to Riverfront Workshop #4 Before proceeding to the construction document phase of the project, another period of comnunity evaluation wzll occur. (hereinafter referred to as "HKG") for the planning and design of the Mississippi Riverfront Pathway Project on June 5, 1995; and, WHEREAS, bath parties wish to amend the Contract for Services by expanding. it to include additional design services related to the U.S. Highway 10 corridor in downtown Elk River. NOW, THEREFORE, the HRA and HKG wish to reduce to writing the scope of services of HKG in the First Amendment to the previously executed Contract for Services. • Section I. Work Pra am The proposal for design services dated August 7, 1995, which outlines the various tasks associated with the U.S. Highway 10 corridor is hereby incorporated into, and made a part of this First Amendment to the Contract for Services. Section II. Budget HKG agrees to complete the work program for an amount not to exceed $2,550.00. Fees will be based on an hourly basis consistent with the Contract for Services by and between the HR,A and HKG. • Section III. Cost Overruns HKG will promptly advise the HR.A. of anticipated costs in excess of the budget outlined in Section II. At its option, the HRA may approve an amendment to the budget in order to fund these expenses. The HRA will advise HKG of its action in writing. Section N.
