The City Council is asked to award the 193`d Avenue median restoration planting project to Minnesota
Native Landscapes based on the proposal provided in the amount of $22,913.97
Background/Discussion
The medians along 193`d Avenue are ready for final landscaping. The City Council requested that the City
Engineer obtain quotes for this work. The work involves planting native grasses and wildflowers with
perennial end caps. City staff has worked in cooperation with the street division to prepare the soil
needed for the native plantings and to place the soil. Two quotes were received for the planting work
which includes maintenance for a three year period to ensure the plantings are well established. The
quotes submitted axe as follows:
Minnesota Native Landscapes $22,913.97
Prairie Restorations Inc. $24,010.81
Since native plantings require expertise and experience in order to successfully establish good growth,
contractors supplying quotes were also asked to provide information on their qualifications for this work.
It was clearly noted that the contractor's qualifications would represent a large factor (75%) related to the
selection of the contractor for this work. Based on the proposals submitted we feel the contractors are
equally qualified for the work. Given that Minnesota Native Landscapes had a lower cost than Prairie
Restorations we recommend the work be awarded to Minnesota Native Landscapes.
Financial Impact
The amount budgeted for this work is $65,000. Placement of soil by the street division is estimated at
$15,000. Engineering costs are estimated to be $9,000. Soil treatments applied by the parks division prior
to planting are expected to cost $1,000. Adding all costs, including Minnesota Native Landscapes quote
of $22,913.97, the projected project total is $47,913.97.

Project Overview, Goals & Our Approach:
The goal of your project will be to create an ecologically appropriate, aesthetically
pleasing native plant community on the medians along the new 193` Avenue project.
Currently the site is exposed soil and it is understood the city is in the process of adding
and amending the soil so it is proper for the native plant installation. The attached
proposal lists our qualifications as well as includes the pricing sheet from the RFP.
Our approach will be to seed & plant after the city has treated the areas 2x to eliminate
any unwanted weed growth. After herbcide MNL will:
• Drill seed & pack where possible; hand seed/rake the rest of the areas.
• Install category 1 rapid degrade one sided straw erosion blanket.
• Plant end cap plantings with one gallon pots every 5 SF on average to match the
density measured on the end caps at the Orono Parkway Islands.
• Install cypress mulch
• Manage site for three years
• Water if requested.
MNL Qualifications
Minnesota Native Landscapes, Inc was founded in 1998 as an ecological restoration
services company. Entering our twelfth full season we have installed hundreds of
projects totaling thousands of acres of native plant communities throughout Minnesota
and Western Wisconsin. We also offer a complete land management and consulting
services to hundreds of sites annually MNL also currently manages nearly 2000 acres of
these ecosystems throughout the state annually. MNL also operates a 200 acre production
farm in Foley, MN where we produce 50 source identified prairie forbs and grasses.
Minnesota Native Landscapes, Inc. takes the approach that every project should be done
correctly the first time it is attempted.
Our mission statement reads: "To create and restore ecologically sound plant
communities by creating high quality, diverse natural areas. We use innovative
procedures and focus on the enhancement of habitat, water quality and aesthetics for
private landowners, commercial properties and public lands. "
We do stick to this mission statement. We are continually evaluating our procedures to
ensure we are using the best practices. We strive to make ecological correctness a
cornerstone of our restoration projects and we always work with the finish goals of
environmental enhancement in mind.
Our capabilities as an ecological restoration services company range from design, to
installation to land management. Our employees and equipment can and do work on
design, install and land management solutions for wetlands, prairies, erosion problems,
stream bank bio-engineering, infiltration basins, lake and shorelines. Our customer base
contains the full range from the private sector to the public sector.
MNL owns and maintains a full fleet of equipment to operate most any ecological service
we offer to our customers. This include trucks, hauling trucks, tractors from 40HP to
200HP, boats, sprayers, ATVs, trailers, tanks, seeding implements, Truax no-till and
Trillion seed drills, hydro mulcher, mowers etc. MNL has agreements in place to use and
operate heavy machine not owned by MNL in cased where necessary i.e. soil or subsoil
earthwork in relation to stream channel stabilization and wetland creation.

MNL has installed over one thousand native plantings and seeding projects from a few
hundred square yards to hundreds of acres. Annually we manage thousands of acres to
promote and enhance native plant communities. The following is information on three

Qualifications: Jeff holds a B.S. Natural Resource Management from University of Minnesota
Crookston.
Certifications: Erosion and Sediment Control Specialist, Certified MnDOT Landscape Specialist,

Experience: Jeff is entering his third season installing and managing native restoration projects.
In his time and MNL and before he has gained experience in all aspects of project management
and equipment operations. This has included high profile projects such as MnDOT's I-90 Prairie
Passage Project. His experience with equipment operation and crew management will be very
helpful to this project.

Qualifications: Dan holds an Associates Degree from Dunwoody Institute.

Experience: Dan has an abundance of experience in regards to the installation aspect of
restoration projects. Over the past nine years, he has successfully prepped and seeded thousands
of acres of prairies and wetlands. In addition, Dan serves as our chief mechanic and ensures that
all of the equipment is ready for the field.

Prairie Restorations. Inc. Company Profile
Prairie Restorations, Inc. (PRI) is a 33 year old business that has dedicated itself to the
restoration of native plant communities. The work activity includes both services
(installation and management) as well as materials (seed and plants). Although a wide
variety of projects have been completed, the most typical work has been with prairie and
wetland planting. About half of this work has been in the private sector and half in the
public sector. Project size ranges from a few hundred square feet up to several hundred
acres.
The PRI staff currently consists of 45 full-time professionals and about an equal number
of seasonal employees. Most of the staff has B.S. degrees in resource related fields such
as biology, forestry, horticulture or wildlife. Because this is specialized work, most of
these people have unique areas of expertise such as the propagation of native plants or
seeds, installation of native plant materials, or the specification of the procedures and
materials to implement successful restoration projects.
There are presently six PRI facilities. The main office and original production farm is
located on the edge of Princeton, MN. This 400 acre farm is set up with plant production
capabilities (greenhouses) and also has many seed production fields. A second, newer
farm (500 acres) is located on the edge of the Red River Valley near Moorhead, MN.
The facility has a permanent staff of three and other seasonal employees as needed. It is
a seed production center as well as a base for contracted services. The third PRI site is a
small service base located south of the Twin Cities metro area near Northfield. Although
this site has a permanent staff of five, they do not produce seed or plants and concentrate
completely on installation and service projects. Our fourth site near Duluth, named
Boreal Natives, is set up to grow plants and provide contracted services for the northern
areas of Minnesota and Wisconsin. Our fifth site is located in Watertown, MN and much
like our site near Northfield, focuses on providing installation and management services.
Our sixth and newest site is located in Scandia, MN. In addition to providing installation
and management services, this site will serve as retail location for the sale of seed, plants
and other nature related items. All of these sites are equipped with trucks, trailers,
tractors, seed drills and other needed equipment.
Over the past 33 years, PRI has led the way in the development of restoration techniques
and in the production of quality materials for the Upper Midwest. This expertise has
been successfully put to good use on hundreds of projects under a wide variety of field
conditions. In addition, the plants and seeds produced at PRI have been planted by

Josh Richardson is a member of the Sales Team for Prairie Restorations, Inc. based in Princeton,
MN. His current responsibilities include preparing restoration plans, commercial bidding and sales,
ecological design, project development and client relations.
Over the past ten years he has designed, implemented and managed a wide range of restoration

Name of project: CentraCare Clinic
Description:
This full spectrum healthcare facility sits on 80 acres along the Sauk River just north of
St. Cloud, MN. It is essentially a hospital and is, in fact, part of the St. Cloud Hospital
network.
PRI crews were responsible for the installation of the entire native landscape, and played
a large role in the overall native landscape design. The planted landscape includes about
40 acres of restored prairie and 5 acres of mowed turf. The turf is irrigated, the prairie is
not. A one-mile long pedestrian trail loops around the site, set almost entirely within the
prairie. In most places the shortest prairie mix was planted adjacent to this trail and also
along the interior ring road. Much of the area inside the ring road is conventional turf.
This project has been a great success in many ways. It offers a fantastic economic
solution for this site and provides an example of environmental sustainability that
naturally complements the health stewardship mission of the facility. The waves of
prairie flowers and grasses offer color, diversity and interest for thousands of visitors and
employees. The trail is highly used and this landscape is greatly appreciated. PRI crews
continue to maintain the landscape on an annual basis.

Name of project: Heritage Park Phases 1 and 2
Description:
As part of the new Heritage Park development, a series of sediment basins, ponds and
forbays were created as a means to filter stormwater before it entered the Mississippi
river. This unique and innovative design incorporated the use of native vegetation as an
integral element of the system. A combination of upland, mesic, wetland and aquatic
species were used throughout the project area.
Once the infrastructure was created by the excavators, we were left to work with freshly
excavated soils. The soil was lightly tilled and raked to prepare the seed bed. A diverse
seed mix was sown throughout the entire project area and then covered with erosion
blanket. Approximately 50,000 native plants were installed in the various microhabitats
throughout the project area. Our. crews have been actively maintaining the site since the
completion of the installation utilizing techniques such as spot herbicide application, spot
mowing and prescribed burning.

Name of project: Microsoft Campus
Description:
The Microsoft site in Fargo, ND (formerly Great Plains Software) has utilized restored
prairie throughout its 80-acre campus. Most of the larger panels of green space have
been planted with a mix of grasses and flowers to provide color, texture, diversity and
environmental sustainability. Even the parking lot islands have been established as
monocultures of native prairie grasses.
The practical elements of this landscape include water conservation, habitat creation
(particularly songbirds), snow management, aesthetics and historical interest. Prairie
Restorations, Inc. (PRI) has planted and maintained this landscape since its beginning in
1992.

Description:
These two sites are situated on large blocks of ground (80 acres and 40 acres
respectively) where Target chose to significantly limit the amounts of conventional
mowed turf. The Target North Campus holds approximately 3,000 employees and
includes a trail that circles through a large tract of the prairie. The Target Tech site has
only 10-20 employees and does not include a trail. Both sites are low maintenance and
are not irrigated..
These plantings are highly successful. Target is contracting with Prairie Restorations,
Inc. (PRI) to maintain and manage these sites. At the North Campus site, which is older,
they are continuing to remove areas of conventional landscape and are planting those
areas with native plants. PRI is contracted to do this work as well.

Introduction
The City of Elk River recently constructed the extension of 193rd Avenue from Xavier
Street to County Road 13. Along with this construction new medians were built. The
City is in the process of backfilling the medians with topsoil suitable for native plants.
The City is requesting a proposal to complete the restoration of the medians with native
plantings. The scope of the restoration work is outlined below. In addition to cost the
City is interested in your firm's qualifications for completing the project. The selection
of the contractor for this work will based on a combination of factors including cost
(25%) and qualifications to complete the work (75%). Your proposal should be submitted

Work by others
Preparation of the site will be completed by the City's street division. The preparation
work by the street division will include the following:
a. The area to be planted will be backfllled with topsoil blended for this
application. The material used for topsoil will consist of a blend of soil
specially formulated for this planting including 70% course sand, 15%
ground compost and 15% peat
b. The topsoil will be placed on top of the existing sub grade which will be
tilled or ripped to a depth of 12 inches.
c. The top soil will be treated with a herbicide two times to eliminate weed
species prior to planting.
d. The areas where the perennial end caps are to be planted will be backfilled
with 12 inches of black loam topsoil.
Project Scope
The project involves establishing native plantings in the four medians along 193rd Avenue
with perennial end cap plantings. The native plantings will involve a combination of
native grasses and wildflowers. The native grasses will cover 100% of the medians and
the native wildflowers will cover 30%. The specific layout will be determined at the time
of planting. In addition to the initial installation the contractor will be required to provide
maintenance of the plantings for three years.
The native seeding consist of both grasses and wildflowers. The seed mixtures are as
follows:

Planting of native grasses shall be by means of Truax drill or approved equal. Planting of
native wildflower seeds shall be by broadcast and raked in. Any species listed that are
not possible to be established by means of seeding shall be planted as plugs at the time of
seeding and in the proportions listed. Seeding rate of the native grass mix shall be 15.0
lbs per acre. Seeding rate of the wildflower mix shall be 4.35 lbs per acre. Seed will be
paid per pound per type of mix. Seeding of native grasses will be paid per acre seeded.
Seeding of native wildflowers will be paid per Square Yard of area seeded.
Seeded areas shall be covered by erosion control blanket (category 1) per MnDot spec
3885. The contractor will be paid per Square Yard of erosion control blanket installed.
A cover crop of oats shall be planted along with the native seeding to aid in establishing
the native seeds and prevent erosion. Seeding of the cover crop shall be at 25 lbs per
acre. Payment for this cover crop shall be based on acres covered and shall be payment
for materials and work needed to add the cover crop to the native seeding.
Perennial end cap plantings shall include a combination of the following plant materials:
Echinacea'Ruby Star' (Coneflower)
Schizachyrium (Little Blue Stem)
Nepeta 'Kit Cat' (Catmint)
Rudbeckia'Goldstrum' (Black Eyed Susan)
All plants shall be one gallon size.
Placement of these plant materials is anticipated to be similar to the plantings in place on
the end caps on Orono Parkway near city hall in Elk River. The End caps are anticipated
to cover approximately a 16' x 16' area at the ends of the medians. The plant material
shall be nursery stock potted plants and arranged as follows:
Two rows of little blue stem as a separating line (blue).
Outer ring is nepeta (white), middle is rudbeckia (yellow), and inner area is
echinacea (green).
The density of these plantings shall be submitted along with the proposal. The
entire area of the end cap planting shall be covered with Cypress mulch to a depth
of 4 inches.
The Perennial end caps will be paid based on total square foot of area covered by
perennial plantings.
Native Planting Maintenance
The contract is expected to provide maintenance of the native plantings over a three year
period. The minimum maintenance expected shall include the following:
Year One (May 2010-May 2011) -three complete mowings
Year Two (May 2011-May 2012) -one complete mowing, spot spraying for weeds, spot
mowing of weeds to promote growth of native species. Minimum of three site visits.
Year three (May 2012-May2013) -controlled. burn if growth is established to the point
this is appropriate. In teens of your bid., assume that the burn will happen. M'-nimu.m of
three site visits, spot spraying o#'~veeds, spot mowing o:f'weeds.
Payment for the maintenance period shall be at the completion of the maintenance period
and after all work required has been completed.
Native Planting Watering
:Depending on rainfall during the initial germination and growth watering may be
required to establish acceptable growth. The contractor shall. water the plantings if it is
mutually determined that watering is needed. Watering equipment must be capable of
delivering adequate water without causing excessive overspray on the roadway and
passing vehicles. '1`he watering equipment must be able to supply water at a controlled
rate as to not promote erosion of the topsoil.
Measurement of watering shall be- based on the number of trips. A trip is a single
watering of the entire native planting area. If only a portion of the site requires watering
a fraction of a trip will. be paid that represents the proportional area covered in the partial
watering
Traffic Control
All. work competed by the contractor must be done with traffic in place and adequate
warning to traffic of equipment that may be on the roadway.
Contractors Qualifications
The contractor shall submit their qualifications along with the quote. To qualify, a
contractor must document the following:
A list of at least three successfully completed installations of similar size
and scope, with addresses of the projects and client names and phone
numbers.
2. That the personnel supervising and planting this project have documented
experience successfully planting prairies.
That the contractor has access to the equipment necessary for installing a
prairie (Truax® drill or approved equal).
4. That the contractor's business specializes in prairie and savanna plantings
and/or restorations.
Submitted letters of recommendation referencing specific projects. This
may also include written or verbal commentary from public agency
personnel within the natural resources management field.
6. Assignment of a Qualified Project Supervisor capable of being present full
time during all installation and maintenance work. Qualifications will
include:
A bachelor's degree in Natural Resources Management or
related field.
Minimum of five years experience in landscape restoration
and maintenance supervision, with experience or training in
prairie and wetland management, entomology, pest control,
soils, fertilizers and plant identification.
Current herbicide and pesticide applicators license.
7. Assignment of a Qualified Labor Force thoroughly familiar and trained in
the work.
Assignment of a dedicated maintenance staff that specializes in the
maintenance of native landscapes.
The contractor shall provide the City with a performance bond prior to beginning any
work.
The Contractor is responsible for completion of the native plantings by June 7, 2010. The
end cap plantings must be completed by June 30, 2010. If the contractor is unable to
meet the completion schedule the contractor must plant the cover crop in 2010 as soon as
possible and then plant the natives in the spring of 2011.
