SUBJECT: Public Alert Notification Sirens
As Emergency Management Director for the City of Elk River, I have been carefully
studying the areas within Elk River for the placement of notification sirens. With the help
of Glenn Sundeen, the following areas have been chosen for the placement of the 1995
notification sirens. The first location is at 221st Avenue NW and Monroe Street. The
second location is Twin Lakes Road and Kennedy Street. These two areas were chosen
because of power availability, population, city priorities and total siren coverage for the
area to be served. I strongly consider the placement of a siren in these areas as a benefit in
terms of outdoor notification for the area to be served. However, we want to be
considerate to the citizens of the City of Elk River with the placement of the proposed
siren. Therefore, a letter was sent to effected residents in these two areas as to notifying
them of the placement of a public alert notification siren in their residential area. Enclosed
is a copy of the letter that was sent to each resident in the two proposed siren locations. If
you have any questions or comments in reference to the two selected areas. Please feel
free to give me a call at the Elk River Fire Department.

Re: Public Alert Notification Siren
Dear Resident:
A Public Alert Notification Siren has been proposed to be installed in your area for
alerting the population in the case of Adverse Weather, Hazardous Material Spills, and
other emergencies that require the immediate notification of persons outdoors of a threat
• to their safety. The proposed location is on Twin Lakes Road and Kennedy Street. This
location has been selected to provide siren coverage based upon topographical
considerations, power availability, population density, and city priorities for warning the
general population.
The siren placement should generally be considered a benefit to your area in terms of
outdoor notifications for problems in the area. However, we would also like to consider
any noise sensitive concerns that you might be aware of.
If I do not hear of any problems associated with this location by October 9, 1995, we will
proceed with the placement of the siren. The siren will be placed on October 17 & 18,
1995.
