Ach, City Planner_,~9~~ October 16, 1995 SUBJECT: Ordinance Amendments Pertaining to Billboards and Mini Storages Issue Mr. Dennis Chuba has submitted a letter requesting the Council consider initiating two ordinance amendments. Mr. Chuba's request is outlined in each of the attached letters. Staff has not had a chance to review these requests in great detail. However, staff has discussed mini storage facilities and where they are currently permitted in City ordinance and possibly some • ordinance amendments, similar to Mr. Chuba's request. On the other hand, I am aware the City has done an extensive amount of research and have had a lot of discussion regarding billboards throughout the community. I believe this issue will once again deserve a thorough analysis and discussion before adopting a new ordinance. Recommendation If the City Council would like to initiate these two ordinance amendments, staff would recommend these two requests be brought before the Planning Commission for their review and discussion followed by a public hearing and eventually a recommendation to the City Council. Elk River, ~1n. 55330 441-4488 It has come to my ,attention that the current city ordinances require that any billbc.rrd advertising an off-site business be considered the principa;~ use of that parcel of property, regardless of the location or size. This approach seems to be using a sledgehammer to control sign placement where a velvet hammer would be a more ;appropriate use. Ttre sign ordinance already controls locati;~n of sign by separation requirements. This control should be :sufficient. Landowners are being.. unjustly penalized in the City of Elk River because of this q~:~irk in the ordinance. We own land in Pensacola, Fla., which rlas an off-site bi7.Lboard which is considered a secondary :I:~e. We have friends in Minneapolis who own land/buildings in c~hich off-site advertising is considered a secondary use. We thick it is time for the City of Elk River to control this advertising is a more reasonable manner. I would like to suggest permiting the sign>~ to be a secondary use of the property or to p-chaps create a "si~,n lot" which in the case of a 2S foot high -ign might be SO feat in width to allow for fall either way.
