SAC and WAC"Charges for 14181 Business Center Drive
Provided for you with this memo is a letter from Timco Construction regarding the SAC
and WAC charges placed on the medical building at the above aforementioned address. Mr.
Gobel is requesting a 5.65 unit reduction of SAC and WAC charges. This totals $7, 345.00
for SAC charges and $7,627.50 for WAC charge. A total of $14,972.50. This reduction is
based on how the Metropolitan Council reviews their SAC charges in the metro area. The
city codes SAC unit numbers are also based from the Met Council. However, in the city
code there is no flexibility in regards to lessen this fixture count. Mr. Gobel's letter indicates
that he wishes to see the hand sinks be counted as one fixture unit per sink instead 'of two
fixture units, and the floor drains be counted as zero. I am uncertain as to why Met Council
has changed their policy in regards to these numbers. I am assuming that the floor drains
and hand sinks are two areas that are not heavily used in regards of water usage and
therefore lessen the fixture unit count on these items.
Our previous clinics such as the old Mork Clinic, Fairview Clinic, and our recent North
Memorial Clinic, the SAC charges were based on city code. However, we do not have the
amount of sinks and floor drains, that are being provided in the new Allina Building and
therefore, lessen their SAC total.
RECOMMENDATION
Staff feels that Met Council has dealt with hospitals and clinics far more than the City of Elk
River, and has determined that these appliances are used less than that was previously
determined. Therefore, staff is requesting approval of the 5.65 SAC charge reduction for the
Allina Building.

Dear Mayor and City Council:
We would like you to review the SAC/WAC charges applied to the above referenced
project. We have spoken with Clifford Skogstad regarding this subject and he has asked
us to address this issue with the city council.
The above referenced project is a 30,000 square foot medical office building under
construction on the comer of Hwy. 10 and Waco Street. 24.42 SAC/WAC Units were
charged to this building for a total of$ 64,713.00.
Jody Edwards at the Metropolitan Council was kind enough to review the building plans
for comparison. Some differences between the two assessments are as follows:
Hand & Kitchen Sink Fixture Count
Metropolitan Council uses 1 fixture unit per sink vs. Elk River 2 fixture units.
Drain Fixture Count
Metropolitan Council uses Zero fixture units per drain vs. Elk River 2 or 3 f.u.
With 71 sinks and 10 drains, the differences in the above fixture counts equate to a total
of 96 fixture units. This comes to a difference of 5.65 SAC/WAC units or $14,972.50.
